The Stagecoach Trail project has evolved dramatically through the past 24 months. JT Klein Company has continued to show their commitment to follow the Middleton moto of “the good neighbor”’ by listening to the City of Middleton staff and committees, and the neighbors. While working and listening to feedback from these groups the project has evolved from a 4 story, 83 unit project to the current 3 story 46 unit project. Most recently JT Klein has been working diligently with the City of Middleton and Vandewalle & Associates on the exterior design of the building specifically in regard to the yet to be adopted Historic Pheasant Branch Crossing Design Guidelines. Historic Pheasant Branch Crossing Design Guidelines Purpose “The design guideline is established for architecture and site features to create a cohesive area that celebrates Pheasant Branch history while achieving the goals set forth in the City of Middleton Tax Increment District No. 5 Project Plan adopted on August 4, 2009. These guidelines are meant to provide historic design elements to include in future development projects and building renovations, but not intended to replicate historic structures.” ---PAGE BREAK--- Timeline of project exterior elevation 8-6-2015 4-11-2017 5-23-2017 9-12-2017 9-20-2017 10-03-2017 The Stagecoach Trail project has work to conform to the Design Guidelines. The following is a narrative of the design guideline met. Building Form & Placement In following with the Design Guidelines: - Building is rectangular in form, and sited parallel to the street. - Short end of the building is located parallel to the street to maintain historic settlement pattern. - Entrances are located provided at the public street and parking sides. - Building entrances are connect to public sidewalk and pedestrian walkways. - Articulate building shapes with simple window bays, sills, and cornices. - Locate service areas away from public streets. - Building contains first floor common area patio / deck that is open to the Pheasant Branch Creek and Trail. Building Setbacks In following with the Design Guidelines: - Building is located between 10’-30’ from the public street right-of-way. - Provide a continuous street edge within the area. ---PAGE BREAK--- Façade Treatment In following with the Design Guidelines: - Façade repeat simple form and highlight quality materials. - Building corns contain interesting architectural features that address the corner such as tower. - Identify building entrances through permanent awnings and signage. - Upper story residential balconies are built within building recesses. Historic Façade Elements In following with the Design Guidelines: Windows: - Windows at masonry are punched (recessed from the façade) with exterior sills. - Windows contain window sashes in grid form. - Single hung windows are used for residential. - Straight window lintels are incorporated. Doors: - High quality doors will be installed to announce building entries. - Doors should contain windows in at least the upper half of the door. - Residential doors will contain lintels and side jam trim to announce and highlight the entrance. - Sign bands above doors will be used to highlight building entrances. Lighting: - All lighting will meet the standards of Chapter 33 – Outdoor Lighting Code of the City Code of Ordinance. - On-building lighting will highlight building architecture features and quality materials. - Lighting will be of high quality durable material. - Lighting will be either flush mounted or arm mounted. - Lighting will illuminate building mounted signage. - Building entrances will be illuminated to for safety and cast downward. - Illumination levels will not exceed 0.5 foot candles at the property line. Materials and Colors: - Long lasting materials such as brick, and stone will be used. - Stone may be used. - Cream City Brick may be used. - Cement board or composite siding will be used. - Metal or polymer composite shingle in shake from and size, roofs are preferred. - All building facades visible from the street will be constructed of the above materials. - Colors should be natural material and earth tones. Roof Form: - Roofs are primarily gabled roofs with pitches between 8:12 & 12:12. - Hipped and shed roofs are used on secondary building massing. - Dormers are allowed to break up large roof planes. Building Signage In following with the Design Guidelines: - Signs will meet the standards of Chapter 22 – Sign Code of the City Code of Ordinance. - Business signs will be façade-mounted or ground-mounted. - Façade-mounted sign will be flush mounted. - Mounting brackets will not be visible. - Signs will not overwhelm the building architecture and be integrated in the building architecture. - Sign design will complement the historic district neighborhood character and scale. - Signs will not obscure building addresses. - Signs will be professionally constructed and composed of high-quality materials that will be long lasting and weather resistant. - Signs will be internally or externally illuminated and not create glare to visitors. ---PAGE BREAK--- Vehicle & Bicycle Parking Locations In following with the Design Guidelines: - Parking will meet the Standards for Off-street Parking Areas and Landscaping in the City Code of Ordinance. - To create a pedestrian friendly streetscape, vehicular parking is located to the interior of the site and screened from the public right-of-way. - Canopy trees will be planted at minimum of every 12 parking stalls to reduce heat islands. - Bio-swales and stormwater best management practices are incorporated. - One bicycle parking space per unit will be provided. Site Lighting In following with the Design Guidelines: - Lighting will meet the standards of Chapter 33 – Outdoor Lighting Code of the City Code of Ordinances. - All ground mounted lighting will complement the building architecture. - Tall pole lighting will be installed in parking lot internal bay with a max. height of 25 feet. - Parking lot lights will be 15-20 feet in height along pedestrian ways and edges. - Lighting will be cast downward and be full cut-off. - Illumination levels will not exceed 0.5 foot candles at the property line. Pedestrian Circulation In following with the Design Guidelines: - Private pedestrian walkways connect development sites to existing public sidewalks and paths. - Private pedestrian walkways connect vehicular & bicycle parking areas to building entrances. - Walkways to be ADA compliant. - Access to building for all persons of all abilities is provided. Service, Storage, & Utility Locations In following with the Design Guidelines: - Services are located to minimize impact on views from public streets, activity areas, adjacent businesses, and pubic trail. - Physically separate delivery, service, storage and utility areas from pedestrian areas and building entrances. - Waste containers are concealed within building underground parking garage. - Mechanicals screened with walls or landscaping. - There are no roof mechanicals. Landscaping In following with the Design Guidelines: - Landscaping will meet the standards of Off-street Parking Areas and Landscaping in the City Code of Ordinance. - Landscaping complements the existing natural setting of the Historic Pheasant Branch Crossing and enhance proposed buildings to blend into this natural setting. - Landscape plants will complement the building form. - Landscape materials will not interfere with fire hydrant locations. - Landscaping adjacent to the Pheasant Branch Conservancy and Urban Greenway will be native and naturalized to transition between the conservation areas and development areas. - Invasive species will be removed prior to construction of the project. - No invasive species will be installed. ---PAGE BREAK--- Stormwater Best Management Practices (BMP’s) In following with the Design Guidelines: - Stormwater management will meet the standards of Chapter 26 – Stormwater Runoff Control of the City Code of Ordinance. - Stormwater best management practices will be used to protect nearby environmentally sensitive lands (Pheasant Branch Conservancy and Urban Greenway) - Bio-retention basin, parking lot islands are used for on-site stormwater controls. - Underground stormwater storage will be used. Ground-Mounted Signage In following with the Design Guidelines: - Signs will meet the standards in Chapter 22 – Sign Code of the City Code of Ordinance. - Ground-mounted sign will be monument style surrounded by landscaping to screen the sign base but not block the sign text. - One monument sign per development. - Sign will be professionally constructed of high-quality durable materials such as brick, stone, declorative metal and decorative colored concrete. - Sign will be constructed of the same materials as the building. - Monument signs will be externally illuminated.
