REQUEST FOR PROPOSAL FOR ARCHITECTURAL AND ENGINEERING SERVICES FOR A RETROFIT AND EXPANSION OF THE CITY’S WASTE WATER TREAMENT PLANT OFFICE BUILDING PURPOSE The City of Marysville is soliciting qualified, interested firms to submit proposals that demonstrate their qualifications for architectural and engineering services to complete the City’s Waste Water Treatment Plant Office Building - Retrofit and Expansion Project. INTRODUCTION In general, the selected firm will be responsible for preparation of preliminary and final design; assessment of environmental impacts; confirmation of permitting needs and, as necessary, securing of permits; preparation of PS&E contract bid documents for the facility construction; preparation of addenda and assistance in responding to questions which may arise while the project is bid out; and design-support during construction. The existing office building to be retrofitted is located at 20 Columbia Avenue in Marysville, WA. Expansion is expected to the north of the existing building over an abandon chlorine contact chamber, about 4,000 square feet in size, with existing support piles. Modular and conventional constructions are both being considered for the new facility. The constructed structures are expected to be completely finished and include necessary building equipment, accessories, heating, cooling, lighting, communications, security and power. Supporting facilities include utility connection relocations and upgrades, electrical service, exterior lighting, fire protection, alarm systems, parking, exterior signage, stormwater management and other miscellaneous site improvements. PROPOSAL CONTENT All proposals shall contain the following minimum information, in an organized fashion, in the order shown below. The total length of the proposal shall not exceed 20 pages double sided or 40 single sided, letter size pages and graphics shall be kept to a minimum (resumes will not be counted on the page totals). 1. Letter of interest and introduction. ---PAGE BREAK--- 2. Project components: List and describe briefly what you think are important issues on this Project and what would be your approach for successful project completion. 3. Feasibility and alternatives analysis: What are your firm’s capabilities to identify construction feasibility and options for the construction type? 4. Similar experience: List the experience for the firm’s key staff proposed for this Project. Provide detailed information, including references, on two of those projects that are considered to be very similar to this Project. 5. Proposed Staff: List the experience and number of years with the firm for the key members of the staff proposed on the Project (Resumes to be included as an appendix). Also, include the experience of any sub-consultant staff proposed. 5. Staff Availability: Demonstrate your ability to provide the proposed staff for this Project. 6. Project Management: Who will be the project manager? What experience does the project manager have on similar projects? Describe the project management approach to be used, including how costs will be managed and controlled. 7. Permitting: Describe the firm’s ability and experience permitting similar projects. PROPOSAL SCHEDULE Three copies of the proposal shall be delivered to the Marysville Public Works Department by 3:00 pm on Friday, February 14, 2014.
