1 Loudoun County Community Criminal Justice Board Biennial Plan July 2009-June 2011 Adopted June 10, 2009 ---PAGE BREAK--- 2 INTRODUCTION On July 1, 1995, the General Assembly enacted legislation requiring each jurisdiction to create a local Community Criminal Justice Board (CCJB) upon the development of a local pretrial services or a community-based probation program. Each CCJB is comprised of a judge of each Court, the Chief Magistrate, the Sheriff, the Commonwealth’s Attorney, the public defender, a local educator, an individual representing the local Board of Supervisors and a community services board representative. Additionally, the local governing body may appoint citizens at-large to the Board. The purpose of the CCJB is to establish and maintain local community-based probation programs to provide sentencing alternatives for certain misdemeanor and non-violent felony offenders who receive a jail sentence of twelve months or less and who require less than institutional incarceration. The objectives of these probation programs are to provide greater flexibility to the community in addressing the needs of each offender, greater opportunities for the offenders to make restitution to victims of crimes, and to provide rehabilitative services to meet the needs of the offender to the end that incidence of repeat offenders is reduced and the protection of society is enhanced. Section 9.1-175 of the Code of Virginia requires that each CCJB must adopt and approve a Biennial Plan of its objectives and goals, and the strategies for implementing the programs and meeting the objectives and goals of the CCJB. Section 9.1-176 of the Code of Virginia mandates the following services be provided as part of local probation supervision: community service, home incarceration with or without electronic monitoring, electronic monitoring and substance abuse screening, assessment, testing and treatment. This section also allows for the establishment of local day reporting center programs and services, local halfway house programs and services for the temporary care of adults placed on probation and law enforcement diversion into detoxification center programs. Local probation programs are not, however, limited to implementing only the aforementioned services and programs. **The current CCJB has identified 3 functional areas for improvement in the criminal justice system 1) diversion/intervention for mentally ill offenders and adult corrections, 2) offender recidivism deterrents/alternative sentencing, and 3) CCJB outreach/communication and victims’ rights. Three workgroups have been formed to work on the goals and objectives of each functional area. Workgroup membership is not limited to current CCJB voting members or agencies. Workgroups will provide oral reports of activities and progress at each CCJB meeting and a written report on a semi-annual basis to update the Biennial Plan. ---PAGE BREAK--- 3 Functional area Diversion/Intervention for Mentally Ill Offenders Goal 1: To reduce the incidence of incarcerations of mentally ill citizens Strategy: Complete audit of existing system and execute recommendations Objectives Stakeholders Measurement Review literature on identified strategies used to accomplish goal, including community intervention teams, mental health courts, procedural models, etc CCJB, CSB/MH, Community Corrections Report back to Subcommittee recommending future action. Strategy: To improve coordination of services for incarcerated & recently-released drug offenders Objectives Stakeholders Measurement Seek grant funding, fully educate Board of Supervisors and continue to provide documented support through the CCJB. CCJB, Drug Court personnel, Community Corrections Obtained funding; programs continued; statistical success. Strategy: Move forward with an alternate to incarceration for habitual alcohol/substance abuse offenders Objectives Stakeholders Measurement Validate existing research and obtain cost/benefit analysis regarding Detox Center. Analyze best practices in region, educate Board of Supervisors and work with county staff to develop an implementation plan. Office of Capital Construction (OCC), Sheriff’s Office, County Judges, Mental Health Office, Community Corrections Established funding date and implementation date. Strategy: Enhance Reentry Program in order to provide viable alternative to recidivism Objectives Stakeholders Measurement Seek and support grant funding to ensure all partners actively participate in recidivism program; seek more appropriate community partners. Strategy: Enhance/provide educational & life skills to inmates for successful transition back into society Objectives Stakeholders Measurement Expand Life Skills Program; identify areas where volunteers can help + recruit volunteers; search & apply for applicable grants. Loudoun County Public schools, County Volunteer Office, AARP, Local Colleges, Community Corrections Expanded programs; more volunteers; appropriate grants obtained; increased efficiency to complete courses & degrees. ---PAGE BREAK--- 5 Functional area CCJB Outreach/Communications and Victim Rights Goal 1: To increase public awareness of crime in Loudoun County and the Public Safety Resources Strategy: CCJB prepares quarterly report to the Board of Supervisors and enlists Board’s support to disseminate information. Objectives Stakeholders Measurement CCJB provides information to BOS that the Board can submit in their district newsletters. CCJB will encourage feedback from BOS to ensure the Board is fully informed on criminal justice issues.
