Town of Lisbon, Maine 2025 Local ElecƟon Voter Guide Town Council ElecƟon The Lisbon Town Council is comprised of seven members. This year, four of the seven seats are on the ballot. Voters can cast their ballots for three candidates for a three-year term and one candidate for a two-year term. The Water Commission is comprised of three members. Voters can cast their ballots this year for one of those seats. Candidate for 3 Year Seat (Pick  Arthur McLean ---PAGE BREAK--- Local Referendum QuesƟons QuesƟon 1: Charter Commission A group of ciƟzens brought forth a peƟƟon to change the municipal charter, which lays out how our local government operates. This resulted in the Town Council placing a quesƟon on the ballot asking voters if a Charter Commission should be formed to recommend changes to our municipal charter. VoƟng YES is in favor of forming a Charter Commission. If the quesƟon is approved, a commission would be formed and, at the next elecƟon, voters would elect ciƟzens to serve on the commission. Once elected, the Commission would review the Town Charter and submit changes to the voters for approval at a future elecƟon. This process is governed by state law (30-A MRSA §2103). The amount, and complexity, of changes the commission recommends would impact how long the process would take and how much it would cost taxpayers. VoƟng NO opposes forming a charter commission. If the quesƟon is defeated, a commission would not be formed and the charter would remain the same. QuesƟon 2: School Budget  The proposed budget is $21,069,481. Of this amount, $8,628,673 is paid for with property taxes (approximately 48% of your tax bill).  The year-over-year increase from last year’s budget to this proposed budget is 2.25%.  This proposed budget represents a cost of approximately $16,655.71 per student.  Since the School Budget was rejected by voters on August 5, the budget was reduced by $134,531. QuesƟon 3: School Budget Express your opinion to your local elected officials on the Town Council and School CommiƩee and let them know if you believe that the budget presented to the voters is too high, too low, or an appropriate amount.
