Bio of Edward A. Barrett Employment Since 1988 Bangor, Maine – City Manager Examples of Accomplishments with Bangor City Councils and Management Team Supported major efforts to reinvent Bangor’s downtown through city encouragement and financial support of upper floor residential renovations and investments in art and cultural anchors including the Maine Discovery Museum, University of Maine Art Museum, Penobscot Theatre, and the expansion of the Bangor Public Library. Oversaw an ongoing 25-year effort to redevelop the Penobscot Riverfront into public park space with quality amenities and available private development sites. Urged support for a regional approach to asset-based economic development. Achieved financial stability, including strong bond ratings (Moody’s AA; Standard & Poor’s A1), adequate reserves, and a declining to stable property tax rate. Implemented a $15 million capital program in 2009 primarily funded through grants and American Recovery & Reinvestment Act (ARRA) funds, addressing community needs & supporting the economy during the current significant recession. Negotiated agreements with Penn National Gaming that provided the City of Bangor with 4% of net slot proceeds and allowed for the development of a $130 million gaming facility at Bangor’s preferred location on Main Street. Spearheaded a $12 million energy conservation project for city and school facilities that will reduce energy use by 15% to 20% with a ten-year payback period. 1981 – 1988 Wichita Falls, Texas – Asst.
