LA Bicycle Pedestrian Committee Meeting Minutes 9/5/12 Members Present: Craig Saddlemire, Jeremiah Bartlett, Joel Savilonis, Pattie Reaves, Sherie Blumenthal, Josh Shea Staff Present: Ed Barrett, Richard Burnham, Gary Johnson ATRC Staff Present: Jennifer Williams, Joan Walton Motion by Joel Savilonis to Approve Minutes for 8/8/12 and 6/28/12 meetings. Seconded by Pattie Reaves. Motion passed 5-0 Updates: Ash Street repainted with bike lanes, awaiting bike symbol, sidewalk upgrades in Lewiston Bike lanes on Park St in Lewiston, sharrows coming soon Farmers Market bike event will happen starting Sept 16th – Sherie will organize and send out information and press release In discussions with Dempsey Challenge for youth event – bike rodeo Riverside Greenway design underway in Lewiston – Final Public Meeting Sept 19th GIS Mapping with bike-friendly routes being worked on in Lewiston based on shoulders, lanes, etc. ATRC Work: ATRC is a federally-designated Metropolitan Planning Organization (MPO) Required to update Bike-Ped Plan every five years, prior to overall Five-Year Plan Work with communities on selecting projects for construction ($5-6 million/year) Working on an update to the 2008 Plan – focus on arterials and collectors (state aid) Want to dovetail overall Plan with work that Committee is/will be doing, for more detail and for advocacy purposes Best for us to provide input on the update through Joel and Pattie Complete Streets Activity: Uniformity and performance/consistency very important Multi-modal network integrated and comprehensive Focus on Title VI compliant and public transit enabled We want our policy to address biking, walking, AND public transit, we need to work with other relevant committees (such as LA Transit Committee) to have broad support for a comprehensive policy Jurisdiction should include public and private projects - Land use policy, site location applications should include requirements for multi-modal planning Sidewalk network policy (where and locations) is important – are there some places where we truly do not need sidewalks? Language should be in Ordinances, Code, etc. Provides clarity Should be adopted by City Councils and moved to Planning Boards for inclusion in Comprehensive Plan Should conform with ATRC, MaineDOT regional plans Should reference the Long Range Bike Ped Plan Ed will work up draft language with text from Portland and ideas from session for everyone’s reaction. Next meeting will be September 19th Greenway meeting. Craig will send out a reminder.
