OPERATIONS MANUAL – REGISTERED COPY – NO. 07 CMA Engineers, Inc. - SOP - Asbestos Disposal - 032210.doc 1 STANDARD OPERATING PROCEDURE ACCEPTANCE OF NON-FRIABLE ASBESTOS WASTE FOR DISPOSAL Revised June 5, 2007 No asbestos material shall be accepted at the Lewiston Solid Waste Facility, except as outlined in this Standard Operating Procedure. Only non-friable asbestos waste may be accepted for disposal. UAny material containing more than one percent asbestos by weight that hand pressure can crumble, pulverize or reduce to powder when dry is considered to be friable and may not be acceptedU. If there is any question regarding the classification of an asbestos material ask the Superintendent of Solid Waste or their designee. Before any non-friable asbestos can be accepted from either a resident or commercial hauler, the generator must contact the Scale House Attendant at Lewiston’s Solid Waste Facility and provide the following information:  The source of the waste asbestos;  The estimated quantity (yards) of asbestos to be disposed, and;  Date the waste asbestos will be brought to the Facility for disposal. The Scale House Attendant will provide the generator with information regarding the Facility’s policies for asbestos waste acceptance and disposal. The Scale House Attendant will notify the landfill operator with the information obtained from the generator and make arrangements for the City’s Engineering staff to survey the disposal site, within the secure landfill, once disposal has been completed. The asbestos disposal location and elevation will be recorded on a landfill base plan drawing specifically dedicated to record the locations of all special wastes, including asbestos, that are disposed in the landfill. The special waste disposal drawing will be updated after each special waste disposal event and kept on file at the site by the Solid Waste Superintendent. The special waste disposal drawing will be included in the annual operations report submitted to DEP. Once a customer arrives with asbestos waste the Scale House Attendant will inspect the load to determine:  The waste asbestos has been wetted;  Verify the type and quantity of the waste asbestos, and;  The waste asbestos has been enclosed in two layers (i.e. bags) of 6 mil. Polyethylene. Upon verification of this information, the Scale House Attendant shall log this information  Source of the waste material  Transporter of the waste material  Quantity of waste material (yards) to be disposed into Facility’s Scale Management System. The transporter will be directed to the secure landfill where the landfill operator will, again, inspect the load and dispose of the waste asbestos. The landfill operator will bury the waste asbestos, immediately after disposal and Engineering staff will survey the disposal site. Upon exiting the Facility, the transporter will pay the Scale House Attendant all appropriate tipping fees and receive a copy of the scale ticket. Via the Scale Management System, the Scale House Attendant shall maintain all records related to asbestos disposal within the Facility’s secure landfill. The City’s Engineering Div. will maintain all records related to the location of waste asbestos disposed within the secure landfill.
