CITIES OF LEWISTON AND AUBURN, MAINE; JOINT BID - GASOLINE & DIESEL Bid No.: LA 2012-004 Bid Date: November 16, 2012 @ 10:00 a.m. Sir/Madam: Sealed bids will be received at the office of the City of Lewiston’s Director of Budget/Purchasing, City Hall, 27 Pine Street, Lewiston, Maine, until 10:00 a.m. on Friday, November 16, 2012, at which time they will be publicly opened and read on the enclosed specifications for Gasoline & Diesel Fuel requirements for various agencies during the 2012-2013 (11/16/12-11/15/13) season. Note: 1. The bid proposal calls for pricing on 87 Octane and low sulfur diesel on a rack plus basis. 2. Rack price to be November 14, 2012. Date other than November 14, 2012 to be stated on proposal form. 3. Fixed price proposals may be submitted as an alternate to the Base Bid for Rack Plus. The Cities of Lewiston and Auburn use approximately 223,000 gallons of No-lead gasoline and 383,000 gallons of diesel fuel during a twelve (12) month period. 2. The Octane rating is to be no less than 87 for regular unleaded. Diesel Fuel shall meet Federal Clean Air Act Standard which require ultra low-sulfur diesel fuel to be used. 3.1. Cold Filter Plugging Point (CPPP) shall be appropriate for anticipated weather/temperature conditions. 3.2. Water content shall be offset with a minimum of propeline glycol or other non-alcohol type de-icer. (Minimum 100-150 PPM) 3.3. The supplier shall provide winter as well as summer grade. Winter blend (premium) shall start November 1st with Cetane minimum of 45. 3.4. The Cities reserve the right to test fuel to verify the quality of the product delivered at a Testing Lab of Cities’ choice. The cost of said test, when required, shall be at the expense of the vendor. 4. Orders will be bulk, and delivered as such. 5. Bids should state total delivered price in effect at the time of the bid. Please state name of your supplier and date of Posted Price. 6. While the Cities realize that the Portland Tank Wagon price is subject to change, and changes in the posted price must be forwarded, in writing, to both Cities as soon as or before any changes in the posted prices occur. All prices for transportation and mark up must be firm for a period of one year, the increase or decrease in the posted Portland Tank Wagon price will be adjusted proportionately to the bid price. If you change suppliers for lower prices, the Cities will expect to benefit with a reduced cost also. Please state name of supplier when changed. 7. The Cities reserve the right to add and delete delivery locations. 8. Any deviations from the specifications must be listed in detail in the bid proposal, otherwise, strict compliance will be mandatory. 9.
