Please use the revised proposal and bid form attached to this addendum. 2. Section 10.23 By-Pass Pumping - The Contractor shall be aware of compliance with the City of Lewiston regulation, which allows maximum noise level of 60 dB at the property line of any private residence. This requirement will be in place from 7 PM to 7 AM, but may be exceeded during work hours within reason, as determined by the Engineer. Additional Information/Clarification: 1. By-Pass Pumping: The estimated dry weather flows for the Oak Street sewer are approximately 100-200 gpm. Note: These are only estimates and may increase significantly during wet weather events. During wet weather events, the contractor may temporarily re-connect the pipe. 2. Gas: The gas main will remain in its current location and therefore, localized relocation of the gas main may be required in some places. These relocations will be done by Unitil and contractor may be asked to provide the excavation if necessary. The contractor and Unitil will need to coordinate the timing of these relocations. The contractor will be responsible for supporting the gas main as directed by Unitil and may require the use of a steel beam. 3. Soil Borings: The soil boring information is attached to this addendum. The Boring listed coincide with the numbers shown on the plans. Overall scope This project includes a new storm drain and new sewer on Oak Street between Sabattus and Davis. There is the possibility of adding side streets, if the budget allows, but at this time, the bids are to be based solely on the specifications advertised. There is a deep section on Union and Prescott (23-24’). There are gas and water mains to work around. Experience in deep excavation is a plus. A plan for bracing the water line will need to be submitted. Safety is very important! A metal safety fence will need to be in place night and day. Close coordination with utilities is a must. Water line relocations – the Water Department will do the shut down, but the contractor is responsible for all notifications. All resident notifications for street closures must be reviewed by the City first. There is a medical building on the corner of Sabattus St. and ---PAGE BREAK--- 2 Walnut St. which needs continued access. They are open to having temporary access off Sabattus St. The contractor needs to work with them and give proper notification. Using Sanitite HP pipe for pipe 12” and larger, both storm and sewer. Sewer pipe smaller pipe can be PVC or ADS N-12 or equivalent. Justin directed attention to the utility structures table at the back of the specifications and the section on bypass pumping. The contractor will need to provide a bypass plan. There is no meter information on the area at this time, but Justin will look into getting a general flow rate for the area and pass it on to bidders. He will also investigate a spec for “silent pumps,” as called for in the bid packet. There were some errors in the bid list that will be corrected by addendum: Item #30 - 6’ dia. storm drain manhole - should say 4 each instead of 3 each Item #31 – 6’ dia. sewer manhole – delete Sheet #7 – catch basin #5038 rim elevation should read 222.7 instead of 227.27. The amount of 6” storm and sewer connections is an estimate – exact numbers are not known. Storm connection at medical building: match the rim elevation of the catch basin (existing catch basin will be replaced by a manhole and a new catch basin will be installed next to the existing structure). The connection for the 42” storm drain at Sabattus already has a bell end and is Sanitite HP. T-bases structures can be used to build inverts for pipes 36” and larger. Concrete or brick is to be used for smaller storm pipes, and brick for smaller sewer pipes. The material fo r tee base structures shall be ADS Sanitite HP. Water materials for relocation will be supplied by the City, as well as services that may need to be changed to copper. Though it says ductile iron, the water main in that area has been found to be cast iron during digs. Inserta Tee fittings shall be used for service connections. 6” inserta tees with a reducer will be allowed at service connections smaller than Chimney connections will be allowed where needed. Most of the area will include re-setting old curb. Debris hoods (snouts) will be required on all new basins. Justin will send out information on the soil borings. They did not find ledge. Jeff saw mostly clay during drilling. ---PAGE BREAK--- 3 Gas is a 2” inside of 12” – don’t know the material. Contractor will need to work closely with the utilities in the area. It needs to be clarified as to who pays to put it back if a gas main needs to be temporarily moved – contractor, Unitil, or City. The base bid is roughly $1m. Justin will do a new bid list as part of an addendum.
