City of Lewiston Finance Department Norman Beauparlant, Director of Budget/Purchasing 2012-053 Sale Property at 299 Webster Street September 12, 2012 Sir/Madam: Sealed proposals will be received in the office of the Director of Budget/Purchasing on Thursday, October 4, 2012 until 2:00 p.m. on the enclosed Request for Proposals for the Sale of 299 Webster Street currently owned by the City of Lewiston. There will be a Pre-Bid open house on Tuesday, September 25, 2012 from 10:00 a.m. to 12:00 noon. The City Council reserves the right to accept or reject any and all proposals. Minimum bid set at $30,000 with a minimum Bid Security of 10% or $3,000. Bid Security must accompany Bid Form. Only sealed proposals with appropriate bid security will be accepted. SECTION I: GENERAL INSTRUCTIONS 1.1 A complete Bid Form shall be submitted to the City of Lewiston, attention of the Director of Budget/Purchasing, City Hall, 27 Pine Street, Lewiston, Maine 04240, not later than 2:00 p.m. on Thursday, October 4, 2012. Proposals received after that time and date shall not be accepted. A Pre-Bid Open House will be held on Tuesday, September 25, 2012 from 10:00 a.m. to 12:00 noon. 1.2 The City of Lewiston City Council will review and award or reject proposals within thirty (30) days of their submission. 1.3 Each bid submitted shall be accompanied by a certified check, cashier=s check or bond made payable to the City of Lewiston in the amount of ten (10%) percent of the total amount offered. The required bid deposit shall be applied to the purchase price for the successful bid or shall be returned within ten (10) days of the selection of a bid. If any bidder fails to abide by his/her bid, the bid security will be forfeited to the City. 1.4 The minimum bid is set at $30,000 with a minimum bid deposit of $3,000. Bid security shall be in the form of a certified or cashier’s check made payable to the City of Lewiston. 1.5 Each bid shall include the legal name of the prospective purchaser and a statement whether the prospective purchaser is a sole proprietor, a partnership, or a corporation. If a corporation, the corporation shall also give the state of incorporation and have a corporate seal affixed. 1.6 Each bid shall be signed by the person or persons legally authorized to bind the prospective purchaser to a contract. 1.7 The prospective purchaser, in his/her bid, shall signify that he/she has read and understands all conditions concerning the reuse of the site, as outlined in this invitation for bid s and that his/her bid is made in accordance with the invitation. ---PAGE BREAK--- 1.8 The prospective purchasers, in submitting the bid, shall agree and so state in the bid that no person acting for or employed by the City of Lewiston has a direct or indirect financial interest in the bid or in any portion of the profits which may be derived therefrom. 1.9 No prospective purchaser will be permitted to withdraw a bid for a period of sixty (60) days after the time and date set forth in 1.1 above.
