WATER & SEWER BUDGET REVIEW POLICY The Water & sewer enterprise funds shall be reviewed by the City Council prior to February 1 of each Fiscal Year at a public meeting. The review of the Water & Sewer Department budgets shall include, but is not limited to, the following: 1. The proposed expenditures to operate each respective utility for the Fiscal Year, then current. 2. The estimated revenues to be received by each respective utility based on the present rate structure and estimated consumption, for the Fiscal Year, then current. 3. The status of prior year funds and their impact on the proposed budgets under consideration. If the City Council determines that an adjustment in the rate structure is necessary to finance the cost of on-going operations, they shall set a date for a public hearing before the City Council, to consider an adjustment in the rate structure which will be adequate to finance the cost of on-going operations.
