Lewiston 513-3003 784-5647 [EMAIL REDACTED] Phases I & II of this project were done in the mid-90’s, in the Oak & Blake St. area. Then rock was found and when it went to bid in 2002, it was found to be too expensive. In preparation for this new bid, Jeff has re-done the borings, design, and site maps, entered manholes, and TV’d the pipe. Scope of Work: the project involves 600’ of 48” storm drain, tying into the bulkhead of 48” RCP. The contractor will need to weave through utilities and cross under an existing 60” (circa 1957) RCP sewer. There is a lot of rock (approx. 500 yards of ledge), a lot of bends, and a lot of utilities. The bid has been broken into two parts and the intent is to award both parts: 1. The storm drain and sewer work; 2. Water main relocation Contractor must excavate the rock while protecting the existing utilities and buildings, many of which are old with brick foundations. A lot of planning will need to go into rock removal. ---PAGE BREAK--- Gas line – on Oak St, there is a 2” plastic slip line within 12” cast iron pipe - for the most part, this is on the opposite side of the road from the new 48” pipe. Near and in Sabattus St, the gas mains are direct buried. No telephone ducts on Oak, but there are on Sabattus St. – looks like circa 1905 duct encased in concrete – which needs to be supported while crossing under. A water main, circa 1878, on Sabattus St. needs to be supported while crossing, and there is some rock underneath that needs to be removed. It was cleaned & lined about 7 years ago with new butterfly valves installed. There is service to a large medical building on the corner of Sabattus & Main St. It appears services can be isolated between Main and College. Four buildings may need to be shut down when services are. The water gates on Oak & Bartlett are old and it would be beneficial for the contractor to dig a hole and put in a new valve. The valve for Oak is going to be abandoned, & capped so that should be done ahead of time. It will be up to the contractor whether or not to run a temporary main and/or services on Oak St. It can be done without them. There needs to be a lot of coordination between the City, contractor, and utilities. Pre-planning is essential on this job. Traffic Control: Oak St. will need to be shut down, with access to the alley and local traffic. The street can remain closed over the weekend as long as one lane is open for local and emergency traffic. The trench can remain open nights/weekends as long as it is well barricaded. (prefer to be plated) Sabattus St.: this will include a lot of night or weekend work if closure is needed. During the day, two lanes must remain open at all times. No parking signs can be placed along the side of the road to increase usable space. There are some changes to the standard specs, especially in Division 40. On Sabattus St., the 18” sewer won’t have to be bypassed, the sewer can be redirected to the 54”, allowing the contractor to replace the sewer in dry conditions. There are only two services to be tied into on that main. Paving is included as part of the specifications – it will not be part of the usual trench paving contract. The paving equipment should be spelled out in Division 80. An oscillating roller is a good idea but not required. Density tests will be done with a nuclear densometer, not by cutting cores. Pipe materials listed in Addendum 1: ADS sanitite pipe for 48” and 42” storm drains and 15”-18” sewers. ADS reps are present at the meeting to answer questions regarding their products. American Concrete is supplying the t-bases (fittings encased in concrete) for the ADS pipe. These will weigh about the same or less than the RCP bases. They are also willing to answer questions. ---PAGE BREAK--- If a contractor chooses to use ADS pipe, make note of it on the bid form on each of the items. The work sequence is in Division 10. Some separation will be completed on Sabattus before tying in the storm drain. Water main relocation – no services between Station 14+00 and Sabattus St. Replace the water line from Blake St to the temporary dead end, chlorinate and test and then tie in services before starting 48”. Run 4” down Jack Court (4 houses). Two inch galvanized pipe is existing in Jack Ct – the contractor needs to run 4” before crossing with the 48”. There will be a 2” tapped cap for a blow-off at the end inside a gate box that will remain in place. The hydrant on Oak St could be moved to STA 14+40 to be used for blow-off. Three services cross the 48” trench – temporary tie in of old service to new main will need to be done while crossing, then tie in new services afterwards. All services should be replaced to curb stops. There are two traffic loops at Sabattus and College that the City will be responsible for if disturbed. Division 50: use 6” frame Ergo hinged East Jordan Iron Works covers. Survey information of all manholes is included. Inserta Tees should be used for lateral connections to sewers and the 48”, including the 12” pipe from the alley. This item is available at ADS in sizes up to 30” Q: Concrete pipe bedding is noted in the specs, but there is nowhere on the plans for it to be used? A: All bedding should be crushed rock to mid diameter, with common fill above that for RCP. For ADS pipe, use crushed rock to 8” above pipe. Oak St. can be shut down with the proper signage, as long as local traffic and emergency vehicles have access. Would like to see it backfilled for weekend, but not required. Asbestos cement pipe is an incidental, but it has not been seen to date. Nothing has been done in the area since the 50’s. It is expected that concrete and clay will be found. There could be some on the CB leads at Oak/Sabattus, but no large runs to remove. The City is supplying the water main and service materials, including the tapping sleeve. The contractor is responsible for installation. The order for materials has been prepared, but not yet submitted. There are some empty lots on the project for storage. It is the responsibility of the contractor to make arrangements with property owners. ADS has 60” piping that can be used for section repairs with couplings for a quick fix if a pipe is broken. It is in stock in Massachusetts and a plan can be put into place to be ready if necessary. For the connection to the 48” stub, the city would like an adapter to insert into a concrete bell. ---PAGE BREAK--- General note 38: re-set all curb (add “disturbed by construction”). If curb is in such condition that it cannot be put back, there is an item for curb to be replaced. Section 10.09: where it says “to binder grade,” it should say to “surface grade.” Loam is not an incidental as there is a pay item for it. Loam would only be used to fix what is disturbed. The intent is to pave the whole road width where the 48” goes in, up to Sabattus. The pavement quantities reflected in Part I and Part II of the bid proposal should be enough to do this.
