CITY Administrator Edward A. Barrett Ed received both his B.A. and M.A. in Political Science from the University of Dayton in 1970/1972. From 1976 to 1981, Ed held a variety of positions in the Budget and Research Department of the City of Tucson, ending his career there as a Budget and Research Supervisor responsible for a staff that performed management audits and monitored departmental work efforts and budget. In 1981, Ed became the Director of Administrative Services for the City of Wichita Falls, Texas. In this position, he was responsible for such diverse functions as personnel, information services, a convention center, library, and fleet maintenance. In 1984, Ed was promoted to Assistant City Manager where he assumed primary budget responsibilities as well as the function of overseeing the day-to-day operations of the City's various departments. In 1988, Ed was appointed City Manager in Bangor, a position that he held for over 20 years. Major accomplishments during his tenure included: downtown revitalization, waterfront redevelopment, continued retail and business growth and expansion, several revisions to the City’s comprehensive plan, and major renovations and expansions to the City’s parks and forest system. He was appointed Lewiston’s City Administrator in January 2010. Ed is a member of the International City Management Association (ICMA) and the Maine Town and City Management Association (MTCMA). He represents the City of Lewiston on a number of area boards and organizations including the Lewiston Auburn Economic Growth Council and the Androscoggin County Chamber of Commerce. In 2010, he was appointed to the Maine Quality of Place Council and currently serves as its Chair. In 1997, Ed was recognized by his peers as the Linc Stackpole Manager of the Year. In 2002, he received the Maine Town and City Managers Association Leadership Award for his work with the Service Centers Coalition. Ed lives in Lewiston with his wife Nancy, dog Charlie, and cats Whimsy, Lady, and Arlo.
