City of Lewiston Finance Department Norman Beauparlant, Director of Budget/Purchasing 2013-027 Central Fire Station Generator Transfer Switch Replacement April 30, 2013 Sir/Madam: Sealed bids will be received in the office of the Director of Budget/Purchasing on Tuesday, May 14, 2013 until 2:00 p.m. at which time they will be publicly opened and read aloud on the enclosed specifications for a Central Fire Station Generator Transfer Switch Replacement. The bid opening location will be Lewiston City Hall, 27 Pine Street, Lewiston , Maine, Administrator’s Conference Room. The Finance Committee reserves the right to accept or reject any and all proposals. Please use the enclosed envelope or a clearly marked envelope with the bid name and number when submitting your bid. Only sealed bids will be accepted. Faxed bids will not be considered. Beauparlant Director of Budget/Purchasing NJB/syt ---PAGE BREAK--- City of Lewiston, Maine Central Fire Station Generator Transfer Switch Replacement Bid 2013-027 Bid Date: May 14, 2013 @ 2:00 p.m. The City of Lewiston is seeking qualified bids from contractors to furnish and install a replacement Generator Transfer Switch at Central Fire Station. The contractor will carry out all work necessary to complete this project. The contractor shall include all materials, equipment, tools, services and supervision necessary to furnish, deliver, unload, demolish, dispose, install and place into satisfactory operation the equipment as called for or hereinafter specified, including any incidental work not specified, but which can reasonably be inferred as part of this project. All work shall be performed by a licensed electrician fully employed by the installing firm and be fully code compliant. Each bidder is required to state in his/her proposal, his/her name and place of residence and the names of all persons or parties interested as principals with him/her, and that the proposal is made without any connection with any other bidder making any proposal for the same work; and that no person acting for or employed by the City of Lewiston is directly or indirectly interested in the proposal or in any contract which may be entered into to which the proposal relates, or in any portion of the profits therefrom, except as provided by the City Charter. The proposal must be signed by the bidder with his/her full name and address and be enclosed in a sealed envelope. The sealed envelope shall be marked with the name and address of the bidder and entitled: City Hall & Public Works UPS, and be addressed to: Director of Budget/Purchasing, City Hall, 27 Pine Street, Lewiston ME 04240. All mailed proposals should be sent be registered mail to insure delivery. Any bidder may withdraw his/her proposal prior to the scheduled time for the opening of proposals upon presentation to the Purchasing Agent of a request, in writing, to do so. Any bidder who withdraws his/her proposal within thirty (30) days after the actual opening thereof shall be considered to have abandoned his/her proposal. Any proposal received after the scheduled opening time will not be considered. The Finance Committee reserves the right to waive any formality and may consider as informal any proposal not prepared and submitted in accordance with these provisions. The Finance Committee reserves the right to accept any proposal or reject any or all proposals if it is deemed to be in the City’s best interest to do so. All bid prices are to be net, FOB Lewiston Central Fire Station, 2 College Street, Maine 04210. All materials and workmanship shall carry the manufacturer’s standard guarantee. The bidder shall warrant to the buyer that the proposal conforms to these specifications without deviations. ---PAGE BREAK--- Specifications Recommended Kohler model KSS-DCTA-0800S, or approved equal: • 800 amp • 208V • three phase • 3 pole • 4 wire open transition automatic transfer switch in NEMA1 Enclosure. INSURANCE: The Contractor shall furnish proof of coverage with adequate insurance of the types and to the limits specified below naming the City of Lewiston as additional insured. Certificate of such insurance shall be filed with the Director of Budget/Purchasing. WORKERS’ COMPENSATION: Workers’ Compensation, coverage with Statutory Limits and Employers Liability for all employees with limits of $400,000 per incident; and in case any work is sublet, the Contractor shall require the sub-contractor similarly to provide coverage for the latter’s employees unless such employees are covered by the protection afforded the Contractor. AUTOMOTIVE LIABILITY INSURANCE: Automotive Liability insurance with minimum limits of liability for bodily injury in the amount of $400,000 for each occurrence and minimum limits of liability for property damage in the amount of $50,000/$100,000 aggregate.
