The Finance Committee reserves the right to accept or reject any and all proposals. Beauparlant Director of Budget/Purchasing NJB/syt ---PAGE BREAK--- CITY OF LEWISTON, MAINE DEPARTMENT OF PUBLIC WORKS BITUMINOUS Hot Mix Asphalt Pavement BID 2012-022 BID DATE: May 3, 2012 These specifications delineate the requirements for the City of Lewiston=s Annual Bituminous Hot Mix Asphalt Pavement Contract. This Contract is for a City of Lewiston truck to pick up the Hot Mix Asphalt (HMA) at the Contractors mixing plant for use anywhere within the City of Lewiston. The contract shall be in effect for a one year period from the date of award of this bid. Last year=s approximate usage was 1,500 tons. This Specification shall require the Contractor to compose the HMA with aggregate, Performance Graded Asphalt binder (PGAB) and mineral filler if required. All HMA produced for this contract shall be designed and tested according to AASHTO R35 methods. All job-mix formulas used to produce HMA for this contract shall be an MeDOT approved mix in full compliance with all the requirements listed in the most current MeDOT Standard Specifications. The Contractor shall provide the City of Lewiston, Director of Public Works an MeDOT approved mix design for each mixture to be supplied under this contract with the bid submittal. The Contractor shall have a Process Control Technician (PCT) assigned to the mixing plant producing the HMA for this contract. He/she shall be certified by the New England Transportation Technician Certification program (NETTCP) for the position and meet the requirements of the most recent MeDOT Standard Specifications. The Contractors plant used to produce the HMA to be provided under this contract shall be certified by the MeDOT. By certified, it is meant that the plant producing the HMA shall be acceptable for use on MeDOT bituminous paving projects. Modifications in gradation of the aggregate or for the amount of bitumen in the mix may be made to obtain optimum placing and finishing characteristics. The modification shall normally be within the allowable range of the MeDOT mix design. Modifications to the approved HMA mix designs shall result in no change in the unit prices stated in the proposal. Any mix design modification that falls outside of the MeDOT approved allowable range shall require an MeDOT approval prior to use under this contract. Quality Control: Aggregate and Performance Graded Asphalt Binder shall meet the specifications shown in Table A below and shall be tested by the Contractor on a basis. Quality control testing may also be requested randomly as needed by the City of Lewiston. Samples shall be taken at the contractors HMA plant and testing performed at their lab. The results of quality control testing shall be forwarded to the Director of Public Works, 103 Adams Ave, Lewiston, Maine 04240. The load shall be replaced with a new load that is in compliance with MeDOT and City Specifications and possess the proper placing and finishing characteristics required by the City of Lewiston. Bituminous Curbing Mix: The bituminous curbing mix shall meet MDOT Standard Specification Section 609.04.
