SUMMER USE WASTE WATER BILLING PROCEDURES The intent of this policy is to allow for the adjustment of a sewer bill to account for water used during summer months for such purposes as lawn sprinkling, car washing, garden watering, and swimming pool refilling, which does not return to the sewerage system. The quantity of waste water shall be the actual quantity of water supplied as determined by the water meter readings made by the Water Division, except in the case where the total amount as determined by the meter readings is not returned to the sewerage system, for reasons of so-called "summer use". To account for summer usage, a qualified customer may request an adjustment. The water portion shall be billed in accordance with the water meter reading for the respective quarter in question. The waste water shall be billed based on the average of the two preceding winter quarters. The period for adjustment shall not exceed two quarters for any given year. Qualified customers who wish to be billed for their sewer usage in accordance with this policy statement shall request such an adjustment at the Water & Sewer Division Office at 101 Willow Street, Lewiston, Maine. The summer billing adjustment shall continue once a request is made by a qualified customer until such time as the customer requests that the method of billing for waste water revert back to the standard method, summer usage adjustment shall not be allowed again, unless the property changes ownership. The Water & Sewer Superintendent reserves the right to disallow or discontinue any summer usage adjustment if the intent of the policy is not conformed to. Any qualified customer whose average water bill exceeds 9,000 cubic feet during the winter quarters shall not be eligible for said summer bill adjustment unless it can be determined by the Water & Sewer Superintendent that the excess water used during the summer quarters did not return to the sewerage system.
