Overall scope: All areas are within the Garcelon Bog Neighborhood, the project includes: Stewart Street – Hevey to Dead End - Stormdrain Hevey Street – Genest to Stewart - Stormdrain Genest Street – Hevey to Dion - Water and Stormdrain Perley Street – Stormdrain and Sewer Bradford Street – Stormdrain and Water Tucker Street – Mellon to Wildwood – Stormdrain Mellon Street – Stormdrain and Water Most streets were constructed in fills, so the digging will likely be in disturbed clays. The City will supply all water materials for the project. 3. Sequence of Construction No temporary mains. New mains will be laid parallel to existing mains. Neighborhoods to be completed and cleaned up prior to moving on to next area, for the purposes of this project neighborhoods shall be defined as: • Stewart-Hevey-Genest • Perley Street • Bradford-Tucker-Mellon ---PAGE BREAK--- 2 Contractor may want to consider completing the neighborhoods in the order listed above as they are the higher ground and may require less trench dewatering, but this order is not required. 4. Services: Contractor to do all taps. City to do tapping sleeves and valves, contractor to coordinate with the water division and install the sleeve. 5. Trench restoration/paving, asphalt escalator: The contractor is responsible for all trench restoration and paving. An asphalt escalator has been included in the bid. The project will be paved in sections as described in sequencing. The asphalt escalator follows the MaineDOT guideline. 6. Record drawings (tie sheets): The City will provide a blank sheet for every house and the contractor needs to complete them for each service (corporation and coupling to existing service). 7. Traffic: A Traffic Plan will need to be submitted when getting the street opening and excavation permits at City Hall. There will be no fee for the street opening permit. Sabattus St. - The contractor will be allowed to close one lane outbound between 7:00 AM and 3:00 PM. The contractor has the option to do this work at night, at no additional cost to the City, when he can go down to 2 lanes on Sabattus. 8. Testing: The Contractor is responsible for supplying chemicals, equipment and personnel for chlorinating, pressure testing, and delivering sample to lab. The City needs to be present to witness the pressure test. 9. Specs: Changes to the standard spec -time limit September 12, 2014, $500 per day inspection fee up from $200 – this deadline will be adhered to due to CSO mandate. -site maintenance/dust control (very important) - keep area clean and clear, access to homes. No sidecasting excavation, put directly into dump trucks -the City will notify residents of the upcoming project after awarded. -contractor responsible to notify property owners ahead of time when blocking access or shutting water -use at least a dozer or grader to fine grade to ¼” tolerance as specified -use of private property- unless the contractor has written permission from the homeowner (not renter) will not be allowed, including but not limited to use lawns for tools, trench boxes or eating lunch. No parking or turning around in driveways. -blasting- review changes to 40.10, 8 inches below pipe 10. Blasting – Borings were not completed as part of this project. Unitil has special requirements when blasting within 10 feet such as installing matting to protect their pipe. Keep Unitil involved in the blasting plan. 11. DEP Permits – A copy of the DEP permit for the outlet pipes is included in the Specs. New DEP regulations require that a certified contractor (included in specs) complete the work within the shoreland zone. There are several outfalls within the wetland delineation of Garcelon Bog. 12. Sewer Lining – Many of the sewer lines within the project limits will be lined this summer. The contractor will be required to attend coordination meetings with the City and the lining contractor, and coordinate with both the City and lining contractor to complete the work. ---PAGE BREAK--- 3 13. Plans Stewart Street • Clearing and grubbing (scrub brush & small diameter trees) required for the outlet shall be paid for under Miscellaneous Work. Genest Street • Water Records are not clear as to whether the watermain on Genest needs to be replaced or not, contractor to test pit the existing main to determine if it is Cast Iron or Ductile Iron. If it is Cast Iron it shall be replaced as part of this contract (Quantities included in the bid are based on the assumption that the watermain needs to be replaced). Perley Street • Clearing and grubbing required for the outlet shall be paid for under Miscellaneous Work. Bradford Street • Clearing and grubbing required for the outlet shall be paid for under Miscellaneous Work. • City has obtained a drainage easement for the outlet, the contractor is responsible for working within the easement. The City Does not own the vacant land at the end of the street, it owns to where asphalt ends. Any stockpiling must go through homeowner. Asphalt is to be extended 25’ for homeowner. • System is designed as an inverted siphon (pipe pitching up hill) the flow regulator will not be installed in the overflow pipe until after the entire system is installed. The City is aware this goes the wrong way. Tucker Street • Clearing and grubbing required for the outlet shall be paid for under Miscellaneous Work. Owner wants firewood. Mellon Street • Water Records are not clear as to whether the watermain on Mellon needs to be replaced or not, contractor to test pit the existing main to determine if it is Cast Iron or Ductile Iron. If it is Cast Iron it shall be replaced as part of this contract quantities included in the bid are based on the assumption that the watermain needs to be replaced). • If the watermain does not need to be replaced the City will provide the contractor with revised plans maintaining the watermain. Questions from Contractors: Are Federal Wage rates required on the project? - No. Items 44, 45, 47, and 48 are lump sum items with a quantity of three is this correct? - No these items should all have a quantity of one. A revised front end of the contract is included with this addendum with the correct quantities. Is there a specific model for the flow regulator item 22? - Yes, it is specified on Sheet What is included in the Alter Manhole/Catchbasin Item? - New Frames and covers set to new grade, plugging existing pipes, and modifying the inverts as necessary. ---PAGE BREAK--- 4 Please provide a detail for the driveway reconstruction, what is included in pay item 24? - A detail is shown on sheet D1, the pay items includes excavation, gravel, and all other work necessary to construct the apron except the asphalt which will be paid separately. Please provide a detail for the vegetated swale, what is included in pay item 26? - A detail is for the vegetated swale is include with the addendum, the pay items includes excavation, grading, wetland seed, and erosion control blankets and all other work necessary to construct the swale except the loam, which will be paid separately. How is the tideflex unit shown on page 9 paid for? - The tideflex unit has been removed from the bid, and therefore does not need a bid item. General Notes 15- Is the contractor responsible for permit fees to the City? - The contractor is responsible for obtaining permits, but fees will be waived for those permits related to this project. General Notes 12- Has unitil been made aware of this project? - Unitil is aware of the project and will be invited to the preconstruction meeting. General Notes 32 - Rigid insulation for pipes under can a unit price be put in since there is so much of the pipe that is under - Rigid insulation shall be considered incidental to the pipe for this contract. The contractor will be required to install insulation for the width of the trench up to a maximum of four feet wide. The majority of the storm drain and sewer mains on this project will require insulation. Genest – If the watermain is not replaced will the entire road still be reconstructed? - No the roadway will only be reconstructed if the water main is replaced.
