City of Lewiston Finance Department Norman Beauparlant, Director of Budget/Purchasing 2014-001 Sale of Various City Parcels December 26, 2013 Sir/Madam: Sealed bids will be received in the office of the Director of Budget/Purchasing on Thursday, January 23 , 2014 until 4:00 p.m. on the enclosed specifications for the sale of various City Owned parcels of land. * Interested parties may bid on one or more of the parcels being offered; * Interested parties must state intended use of property as part of the proposal to acquire property; * City will issue a quit claim deed on property sold. The City Council reserves the right to accept or reject any and all proposals. Please use a clearly marked sealed envelope with the bid name and number when submitting your bid. Beauparlant Director of Budget/Purchasing NJB/syt ---PAGE BREAK--- CITY OF LEWISTON, MAINE REQUEST FOR BIDS BID 2014-001 SALE OF VARIOUS CITY PARCELS This is an invitation for bids to purchase the land at various locations in Lewiston, Maine. It is the intent of the City of Lewiston to reuse the property in a manner that will enhance the development of the various areas. * Interested parties may bid on one or more of the parcels being offered. SECTION I: GENERAL INSTRUCTIONS 1.1 A complete written purchase proposal shall be submitted to the City of Lewiston, attention of the Director of Budget/Purchasing, City Hall, 27 Pine Street, Lewiston, Maine 04240, not later than 4:00 P.M. Thursday, January 23, 2014. Proposals received after that time and date shall not be accepted. 1.2 The City of Lewiston City Council will review and award or reject proposals within forty-five (45) days of their submission. 1.3 Each bid submitted shall be accompanied by a certified check, cashier’s check or bond made payable to the City of Lewiston in the amount of ten (10%) percent of the total amount offered. The required proposal deposit shall be applied to the purchase price for the successful proposal or shall be returned within thirty (30) days of the selection of a proposal. If any proposer fails to abide by his/her proposal, the bid security will forfeited to the City. 1.4 Proposal/Bid must include a statement regarding planned future use of property. 1.5 Each proposal shall include the legal name of the prospective purchaser and a statement whether the prospective purchaser is a sole proprietor, a partnership, or a corporation. If a corporation, the corporation shall also give the state of incorporation and have a corporate seal affixed. 1.6 Each proposal shall be signed by the person or persons legally authorized to bind the prospective purchaser to a contract. 1.7 The prospective purchaser, in his/her proposal, shall signify that he/she has read and understands all conditions, as outlined in this invitation for proposals and that his/her proposal is made in accordance with the invitation. 1.8 The prospective purchasers, in submitting the proposal, shall agree and so state in the proposal that no person acting for or employed by the City of Lewiston has a direct or indirect financial interest in the proposal or in any portion of the profits which may be derived therefrom. 1.9 No prospective purchaser will be permitted to withdraw a proposal for a period of thirty (30) days after the time and date set forth in 1.1 above. Proposers should not rely on any statements, oral or written, which are not made as an addendum to this “Request for Proposals”. SECTION III: CONTENTS OF THE PROPOSAL 3.1 Prospective purchasers must expressly indicate in their proposals, both generally and specifically, that they will comply with, meet or exceed all applicable controls, conditions or objectives established within the Request for Proposals. 3.2 The proposal shall contain the price being offered for the purchase of this property. Persons interested in multiple properties must price each parcel separately. 3.3 The proposal shall contain a description of the planned future use of the parcel. SECTION IV: NEGOTIATION AND EXECUTION OF CONTRACT 4.1 Negotiation is intended to result in a contract for the sale of the site. 4.2 The contract for the sale of this site will be executed only after final approval by the Lewiston City Council. 4.3 At closing, the City will deliver a quit-claim deed.
