Time Limit: The new completion date is June 30, 2014 per Addendum sent out earlier. Project Description: Lincoln to Oxford Street, between Lewiston House of Pizza and Grand Trunk. This is the first phase of the Riverfront Master Plan. David Maynes, Designer, reviewed the conceptual drawings of the entire project, discussed its background, and then focused on Phase I. Most of this phase stops at Oxford St., except for the landscape to the canal. This is a “bridge between downtown and then Riverfront Park.” A “cool” urban park and “catalyst” to larger area. Scope of Work: The design is based on a concept the City chose for the larger park. It is a curved-linear design, creates a presence on Lincoln Street and sets a quality of development in the area. The three overlooks and the bridge are not part of this bid. It will, eventually, connect with the bridge enhancement on the other side of Oxford Street. The project is to be completed with high quality materials and built in a high quality way. The rails and ties currently there, are to be removed and stored on site, and then replaced in the exact horizontal position they are now, but at a vertical elevation most conducive to drainage and safety. This is required by the Maine Historical Preservation Society. However the rails are currently connected (weld, bolt, rivet, screw, etc.) is how they are to be connected when put back in place-that is currently an unknown as much of the rail is buried. There is to be a high level of precision on how the rails interface with the hardscape. The arcing granite walls for the park are to be custom cut, and notched for LED strip lighting. It will take approximately 8 weeks from approval of shop drawings to receive the custom-made walls. William Stone has done some preliminary pricing and has the best command of a schedule. ---PAGE BREAK--- Grand Trunk is being converted into a café. The owner is Karen Pulkkinen. There will need to be coordination with the contractor doing her work (already in progress), and also coordination so that her business can remain open during construction (if it is open by that time). Her plan is to have outdoor seating that may be affected during construction. Also, there is only one customer entrance to her parking lot, and a utility entrance in the back that will need to be kept open. Part of her parking area will need to be torn up during the project, but it must be replaced in a way that is conducive to her business. Lincoln Street traffic flow – at least one lane will need to remain open. It cannot be shut down. This may require doing half the project at a time to allow time for the curing of the concrete. Oxford Street can be closed as the City sees is as predominantly pedestrian, but with vehicular access. There is an area of the project that is only having minimal work done, and can be used for staging. The site is very flat. Cannot shift road or abutter’s elevations. Most of the interior needs drainage. There are 2-3 dry wells in the design. There is a sculpture to be placed within the project area. The sculpture itself is not part of the contract, but manipulation, footings, electrical, and installation of it, is the successful contractor’s responsibility. There will be herbaceous perennial planting, and shrubs and trees for a screen to the House of Pizza. The planting is dense and final coordination will need to be made with the landscape architect. The project needs to be completed in a way that there is no tripping hazard for people, where the rail is exposed – both now and in the future. The rails are to be placed on concrete piers. The reinforced concrete pads are shelved. The foundations are to be below the frost lines at various depths between 2’ 8” and Contractors can contact David Mayne’s office with questions. Some of the plan pages reviewed at this meeting are not part of Phase I. Those attending this meeting will be added to the earlier pre-bid meeting attendance list, and highlighted, so subs can see who attended. Elimination of the sidewalk on the side of Oxford Street to the bridge is going out to bid next week and will open on the same day as this bid. Decking is to be replaced on current bridge.
