February 20, 2013 Walnut Street Rehabilitation and Sidewalk Improvements Bid No. 2013-002 Bid Date: 3/5/13 ADDENDUM NO. 1 Please make the following changes to the Specifications: 1. The pay unit for Item No. 615.07 - Loam should be changed to CY. 2. The concrete used for curb installation shall have an aggregate size of three (3/8) inch, and shall have an ultimate compressive strength between 1,000 psi and 1,500 psi as determined by ASTM D 4832. Slump shall be between 8 and 10 inches. 3. Installation of catch basins shall include connecting to the existing lead pipe and connecting any other existing underdrain/storm drain pipes into the new catch basin. This shall include any pipe materials required and flexible couplings. Prior to ordering the catch basins, the Contractor shall determine the size, material, quantity and depth of any existing pipes and order the new catch basin accordingly. Clarification: 4. Removing pavement surface on the side streets is included as part of Bid Item 202.203 – Pavement Butt Joints. Overall scope This is a Community Development Block Grant (CDBG) project, so Davis Bacon wage rates (included in the specs) must be adhered to with certified payrolls submitted to Project Engineer with each bill (not through Elations). The project is on Walnut St. beginning at Bates St. and ending at Horton St. and will include sidewalks, parking, and street-scaping. The “bulb-outs” will have a ten-foot (10’) radius. The City has these in stock at its Operations Center – contractor responsible to pick up and to trim down the ends as needed for each tip down. The project is mill and shim, with the chance at some peel near Bates. Tree planting is also included in the specifications. If PW Highway crews are available, they may complete this work, so it may be pulled from the contract. There will be five feet of green space on the north side of the project. ---PAGE BREAK--- 2 Concrete must be between 1000-1500 psi. Cast iron detectables (ramps) will be placed in concrete, not asphalt. Item #615.07 - Loam on the bid schedule should read Cubic Yards (CY) rather than Square Yards (SY). There is a 50’ right of way in the project. A ten foot (10’) travel lane will be placed in each direction out from the centerline. There are some variances due to buildings where the difference will need to be made up on the sidewalks. There is to be a six foot sidewalk on the north. Four concrete pads will be placed in the green space for benches and trash receptacles (items included in another contract). The “bulb-outs” are asphalt. Work is to be done during the day. There is a high point at Blake St. and catch basins are to be installed at the low points of each bulb out as shown on the drawings. Drainage at the curb line will need to be accounted for to ensure that the bulb out drains and no ponding water is created. Reveal will be lost on “bulb-outs” as go up the cross slope of the street. May use doghouse structures where appropriate. There needs to be three feet between back of ramp and buildings, so some “bulb-outs” will stick out more and have to come back to meet the curb. The Removing Pavement Surface bid item does not include the side streets. Removing pavement on the side-streets is included in the Pavement Butt Joints bid item. It was incorrectly stated at the Pre-Bid that the side-street pavement removal was included in the Removing Pavement Surface Bid Item. Millings may go to Gendron’s, but do not have to (Section 10.12). The bid opening is March 5, 2013 at 2:00 p.m. at City Hall. An addendum, which includes the meeting sign-up sheet and minutes will be out by tomorrow, February 2, 2013. 3. Traffic: There can be road closures by section, if needed, as there are enough areas for detours. This should be included with the traffic plan. 4. Questions 1. Will water gates be lowered before milling? Justin will get that planned for. 2. “Altering Catch Basins” includes frame and grate. 3. Are there time restrictions? There will be no night work unless approved. Submit any anticipated, sectional road closures with traffic plan.
