TRAFFIC COMMISSION November 14, 2013 STAFF REPORT REQUEST: Switch the stop sign control at 30th Street and Garfield Street LOCATION: 30th Street and Garfield Street APPLICANT(S)/AGENT: Criterion 3, LLC OWNER: ROW (City of Laramie) PURPOSE: Improve traffic flow due to development PREPARED BY: Eric Jaap, Civil Engineer RECOMMENDED MOTION: Move to deny without prejudice switching the stop sign control at 30th Street and Garfield Street BACKGROUND: The intersection of 30th Street and Garfield Street currently has stop signs placed on Garfield Street, with 30th Street as a thru street. There is a cross walk on both the south and east side of the intersection. Criterion 3, LLC is developing The Pointe apartment complex located along Garfield Street east and south of the intersection. Currently they are accessing the site near the Laramie GM auto detail shop. They will be extending 30th Street south, building a bridge across Spring Creek Channel. This will become the primary access point for the development leaving the current entrance on Garfield Street only for emergency access. ADDITIONAL ANALYSIS: It should be noted that while Criterion 3 is proposing switching the stop control at 30th Street and Garfield Street intersection the report submitted actually recommends a 4 way stop at the intersection. Criterion 3 will also not be tying 30th Street to Sheridan Street as the report shows. The report states that if left in the current configuration the level of service will not be acceptable causing delays. City staff is concerned with the long term effects of modifying the stop control in the intersection. 30th Street is classified as minor arterial street while Garfield Street east of the intersection is a collector street and west of the intersection a local street. The report only analyzed the intersection based on traffic counts but did not take into effect how a change in the stop control would affect the adjacent intersections, mainly Grand Avenue and 30th Street. City staff would like to analyze the intersection following the completion of the bridge. Staff would then bring the findings and a recommendation of what to do with the intersection back to Traffic Commission. PUBLIC COMMENTS: City of Laramie Community Development Department P.O.
