Traffic Commission November 8, 2012 Page 1 of 3 MINUTES Traffic Commission Thursday, November 8, 2012 at 7:00 AM Historic Carnegie Building 1st Floor Conference Room 405 Grand Avenue, Laramie, WY 82070 The Traffic Conference meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL Meeting convened at 7:01 AM Members present: Gary Lopez, Michael Moeller, Nancy Sindelar (Chair), John Spiegelberg, Rhonda Young Members absent: There was a quorum present at all times. Council Liaison: Dave Paulekas (absent) Staff Present: Jeff Bury, Randy Griesbach (WYDOT), Eric Jaap, Larry Ketcham, and Kathleen Wickersham 2. APPROVAL OF AGENDA AND MINUTES 2-A. AGENDA: Thursday, November 8, 2012 Traffic Commission Meeting Agenda MOTION BY LOPEZ, second by Young, to approve the Agenda as written. Aye: 5 Nay: 0 Motion carried. 2-B. MINUTES: Thursday, October 11, 2012 Traffic Commission Meeting Minutes MOTION BY YOUNG, second by Lopez, to approve the Minutes from the October 11, 2012 meeting and note that item 4-A. to Add Left Turn Lanes at 30th Street and Harney Street was approved; parking will be removed, lights and turn lanes will be installed. Aye: 5 Nay: 0 Motion carried. 3. DISCUSSION 3-A. Policy to Install “Bike Sensors” When Constructing a New Intersection Ketcham informed the Commission that David Clark, City Attorney stated that it would not be appropriate for Traffic Commission to write a policy. Commission members were encouraged to contact the City Council to request a new policy regarding bike sensor installation. It was also mentioned that the Parks and Trails Master Plan (PTMP) will include information pertaining to bike lanes. The PTMP committee will meet on Saturday, November 17th at 8AM in the large conference room of the Recreation Center to discuss bike lanes. Bike enthusiast could attend and make their request for bike sensors to be installed at intersections and that would be City of Laramie Community Development Department P.O. Staff commented that any policy that would eventually be written on this matter should not be worded as bike sensors “must be” installed when constructing a new intersection, but rather bike sensors are “recommend as a key factor to be considered” when constructing a new intersection, so that the policy does not over power good engineering practices. 4. CURRENT BUSINESS: NEW BUSINESS: 4-A. Montessori School-Bus and Parent Drop Off Zone The Albany County School District #1 – Montessori School requested a school bus and parent drop off zone on Grand Avenue adjacent to the school. MOTION BY MOELLER, second by Young, to approve reserving West Grand Avenue adjacent to the Montessori School for bus and parent vehicle drop off. Commissioners discussed concerns and conflicts with busses and parent vehicles together. It was suggested that the drop offs for busses be separate from the parent drop off zone for safety. MOTION BY MOELLER, second by Young, to retract the Motion. MOTION BY MOELLER, second by Spiegelberg, to approve reserving West Grand Avenue adjacent to the Montessori School for separate bus and parent vehicle drop off on Grand Avenue West of Cedar Street. West half of block will be bus drop off, while the east half will be for parent drop off. Staff is directed to install temporary signage, evaluate final dimensions (i.e. paint curb). Aye: 5 Nay: 0 Motion carried. 4-B. Specifically Reserved Handicap Parking Space – 754 North Pine Street The Applicant, Ms. Ellen M. Brown requested that a specifically reserved handicap parking space be installed at 754 North Pine Street. MOTION BY MOELLER, second by Lopez, to approve placement of a specifically reserved handicap parking space for the license plate number WY 5-8885 and WY 5-9668 at the location of 754 North Pine Street. Aye: 5 Nay: 0 Motion carried. 4-C. General Handicap Parking Space – 751 North Pine Street The Applicant, Mr. Robert Mora requested that a general handicap parking space be installed at 751 North Pine Street. MOTION BY YOUNG, second by Moeller, to approve placement of a general handicap parking space at the location of 751 North Pine Street. Aye: 5 Nay: 0 Motion carried. OLD BUSINESS: ---PAGE BREAK--- Traffic Commission November 8, 2012 Page 3 of 3 Updates The railroad tracks at Lewis Street and Cedar Street were removed, asphalt was laid and the curb and gutter will be installed. Griesbach stated that WYDOT will put up a right turn only sign on the 30th and Grand Avenue light head. Commissioner Spiegelberg was pleased with the stripping at Wal-Mart. He noted that it’s now clear where to stop, and is much safer. Staff has received requests for traffic lights at 9th Street and Bradley as well as 30th Street and Willett. Ketcham informed the Commission that staff had received a letter of resignation from Terry Jenkins. Commissioners were encouraged to recruit members for the Traffic Commission. 5. NEXT MEETING DATE – December 13, 2012 Members present were available for the December meeting. 6. ADJOURN MOTION BY YOUNG, second by Lopez, to adjourn the meeting. Aye: 5 Nay: 0 Motion carried.
