MINUTES CITY OF LARAMIE, WYOMING CITY COUNCIL SPECIAL MEETING July 10, 2013 Special Meeting was called to order by Mayor Paulekas at 6:00 p.m. The City Clerk read the following notice: NOTICE IS HEREBY GIVEN THAT A SPECIAL MEETING OF THE LARAMIE CITY COUNCIL WILL BE HELD WEDNESDAY, JULY 10, 2013, 6:00 P.M., IN COUNCIL CHAMBER OF CITY HALL, 406 IVINSON STREET, FOR THE FOLLOWING PURPOSES: 1. CONSIDERATION OF RECOMMENDATION OF THE PARKS, TREE AND RECREATION ADVISORY BOARD TO DENY THE PROPOSAL BY LINDY, LLC TO UTILIZE KIOWA PARK FOR THE PURPOSE OF STORM WATER MANAGEMENT FOR THE INDIAN RIDGE 1ST ADDITION SUBDIVISION FINAL PLAT. 2. CONSIDERATION OF INDIAN RIDGE 1ST ADDITION SUBDIVISION FINAL PLAT. 3. CONSIDERATION OF CITY PLANNING COMMISSION RESOLUTION NO. PC2013-03, PLANNING COMMISSION RECOMMENDATION CONCERNING DRAINAGE FROM INDIAN RIDGE SUBDIVISION. Roll call showed Present: Henry, Pearce, Kempert, McKinley, Vitale, Hanson, Shumway, Weaver, and Paulekas. Absent: None. 1. Consideration of recommendation of the Parks, Tree and Recreation Advisory Board to deny the proposal by Lindy, LLC to utilize Kiowa Park for the purpose of storm water management for the Indian Ridge 1st Addition Subdivision Final Plat. MOTION BY HENRY, seconded by Pearce, that Council approve the Parks, Tree and Recreation Advisory Board recommendation from June 12, 2013, disallowing the use of Kiowa Park for storm water management. Roll call showed Aye: Henry, Pearce, Kempert, Vitale, Hanson, Weaver, and Paulekas. Nays: McKinley and Shumway. Absent: None. MOTION CARRIED. Council recessed at 8:18 p.m. Council reconvened at 8:29 p.m. 2. Consideration of Indian Ridge 1st Addition Subdivision Final Plat. MOTION BY VITALE, seconded by Hanson, that Council discuss the options concerning the Final Plat. Roll call showed Aye: Henry, Pearce, Kempert, McKinley, Vitale, Hanson, Shumway, and Paulekas. Nays: Weaver. Absent: None. MOTION CARRIED. MOTION BY SHUMWAY, seconded by Vitale, that Council postpone consideration of Indian Ridge 1St Addition Subdivision Final Plat, to a Special Meeting set on August 7, 2013, 6:00 p.m. ---PAGE BREAK--- MINUTES CITY OF LARAMIE, WYOMING CITY COUNCIL SPECIAL MEETING July 10, 2013 Roll call showed Aye: Henry, Pearce, Kempert, McKinley, Hanson, Shumway, and Paulekas. Nays: Vitale and Weaver. Absent: None. MOTION CARRIED 3. Consideration of City Planning Commission Resolution No. PC2013-03, Planning Commission recommendation concerning drainage from Indian Ridge Subdivision. MOTION BY VITALE, seconded by Weaver, that Council acknowledge receipt of Planning Commission Resolution 2013-03, regarding alternative routing of stormwater from the Indian Ridge 1st Addition; to concur with the Commission’s recommendation therein that stormwater use of Kiowa Park and an existing Indian Hills easement not be considered nor approved; and to consider City participation, financial or otherwise, in comprehensive storm drainage work that would convey stormwater from the Indian Ridge and Indian Hills area to existing drainage infrastructure in the vicinity of Grays Gable Road and Crow Drive. Roll call showed Aye: Henry, Pearce, Kempert, McKinley, Vitale, Hanson, and Weaver. Nays: Shumway and Paulekas. Absent: None. MOTION CARRIED Adjournment MOTION BY HANSON, seconded by Vitale, that Council adjourn. MOTION CARRIED by voice vote.
