City of Laramie Noise Permitting – Relevant Ordinances 8.40.080 —Permit for relief. A. Applications for a permit for relief from noise levels designated in Section 8.40.030 of this chapter may be made to the city manager. Any permit granted by the city manager under this chapter shall contain all conditions upon which such permit has been granted and shall specify a reasonable time that the permit shall be effective. The city manager is authorized to designate a fee which reasonably covers administrative costs incurred for the issuance of the permit. Relief may be granted if the city manager finds: 1. That additional time is necessary for the applicant to alter or modify activities or operations in order to comply with this chapter; 2. The activity, operation or noise will be of temporary duration, and cannot be done in a manner that would comply with this chapter; 3. That no other reasonable alternative is available to the applicant; 4. That failure to issue the permit would constitute an undue hardship. B. The city manager may prescribe any requirements deemed necessary to minimize adverse effects upon the community of the surrounding neighborhood, as a condition to the issuance of a permit. C. The city manager shall either issue or reject any application submitted in writing within five days after receipt thereof, and the applicant may appeal, in writing to the city council any decision of the city manager, within ten days after such decision is rendered. (Ord. 682 § 8, 1981) 9.12.200 Sound amplification on public property--Permit. It is unlawful for any person to operate any loudspeaker, sound car or sound truck upon any street, alley or public property of the city or in such manner that the sound from such apparatus is projected upon any street, alley or public property of the city, without first obtaining a written permit from the city manager so to do. (Prior code § 26-30). 9.12.210 Entertainment and addresses on public property--Permit. No person shall deliver an address, engage in singing or playing any musical instrument, or engage in any other form of entertainment or advertising upon any of the streets, alleys, sidewalks or other thoroughfares or on any public property of the city, without first obtaining a written permit from the city manager to do so. The application for such permit shall state the location of and the time when such address, entertainment or advertising is to be given and shall be accompanied by the written consent of the owner, agent or occupant of the premises in front of or adjoining which such address, entertainment or advertising is proposed to be given.
