TRAFFIC COMMISSION October 11, 2012 STAFF REPORT REQUEST: Removal of parking along 30th Street between Garfield Street and Grand Avenue LOCATION: 30th Street between Garfield Street and Grand Avenue APPLICANT(S)/AGENT: City of Laramie OWNER: ROW (City of Laramie) PURPOSE: Remove parking along 30th Street between Garfield Street and Grand Avenue to eliminate conflicts PREPARED BY: Eric Jaap, Civil Engineer RECOMMENDED MOTION: Move to approve removal of parking along 30th Street between Garfield Street and Grand Avenue. BACKGROUND: The intersection of 30th Street and Grand Avenue was recently reconstructed by WYDOT. After construction staff noticed parking and driving lane issue along 30th Street between Garfield Street and Grand Avenue. Complaints from Laramie citizens have also recently been received. ADDITIONAL ANALYSIS: The furthest east lane of 30th Street between Garfield Street and Grand Avenue is only 13.5’ wide. This distance includes both a travel lane and parking lane. This distance does not allow for both parking and a travel lane. City Staff is proposing that the parking be removed along the east side of the street to allow room for traffic. Due to the size and exhibit has not been included in the packet. A exhibit will be made available at the City Engineering Office at 405 Grand Avenue if you would like stop by or you can call with any questions at 721-5345. PUBLIC COMMENTS: Staff has received two comments in regard to this item. They have been attached with the staff report. I work in Aspen Square and I have witnessed congestion with the parking and near miss accidents daily when there have been cars parked on 30th. The problem that I have witnessed and experienced first had has been when you are traveling on 30th and then all of sudden there is nowhere to go and you either need to slam on your brakes or go into the other lane because a car is parked in the travel lane. That is where the accident could happen, since there is usually another car traveling in the other lane and you have nowhere to go. Also people traveling east on Grand and want to turn South do so and are unaware until traveling that there is a car parked and they too have to make a sudden stop or go into the other lane. Hopefully this has made some since. I really appreciate your bringing this before the Traffic Commission. I feel there is plenty of parking available in Aspen Square and the Albertson’s parking lot to remedy this problem. Again, thanks for taking the time to address this concern for safety. We have a large parking lot and so does McDonalds and Albertsons. It is not necessary for people to park along 30th Street. It is two lanes and traffic heading south on 30th almost wreck on a daily basis. It does not affect me, but it is an accident waiting to happen. Just the few times that I might be outside, I have seen almost 15 or so “almost” accidents. It does not make sense allowing people to park there.
