Laramie Planning Commission September 23, 2013 Page 1 of 3 MINUTES Laramie Planning Commission Monday, September 23, 2013 at 4:30 PM City Council Chambers, City Hall 406 Ivinson, Laramie, WY The Planning Commission meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER AS THE BOARD OF ADJUSTMENT Meeting convened at 4:30 PM Members present: Bob Boysen, Nadia Kaliszewski, Jim McGrath, Anthony Mendoza, Randy Vickers and Kaye Willis (Chair) Members absent: Angela DeWolf King There was a quorum present at all times. Council Liaison: Joe Vitale (present) Staff Present: Charles Bloom, Audem Gonzales, Jerry Hankin, Randy Hunt, Larry Ketcham, Derek Teini, Kathleen Wickersham, and Paula Wilson-Cazier 2. VARIANCES (Swearing in of Witnesses) No witnesses chose to speak. 2-A. VAR-13-04 30th Street Bridge Floodplain Development Permit Bloom provided the staff report. The applicant, the City of Laramie has requested a variance from LMC 15.20.040.D.01 Permit Requirements, to allow for construction of a bridge and waterline to commence prior to issuance of a final “no-rise” certificate per FEMA requirements. Project located at 30th Street and Spring Creek Channel. MOTION BY MENDOZA, seconded by Vickers, to approve the requested variance from Laramie Municipal Code §15.20.040.D.1 Permit Requirements, to allow for the construction of a bridge and waterline to commence prior to issuance of a final “no-rise” certificate, per FEMA requirements. Aye: 6 Nay: 0 Motion carried. MOTION BY MCGRATH, seconded by Mendoza, to adjourn as the Board of Adjustment. Aye: 6 Nay: 0 Motion carried. The Board of Adjustment adjourned at 4:46 PM 3. APPROVAL OF AGENDA AND MINUTES 6-A. Changes and Approval of Agenda Agenda approved as written. 6-B. Monday, August 12, 2013 Planning Commission Meeting Minutes MOTION BY BOYSEN, seconded by Mendoza, to approve the Minutes from the August 12, 2013 Planning Commission meeting, as written. Aye: 6 Nay: 0 Motion carried. 7. CITIZEN COMMENTS - Non-Agenda Related Topics – No Action Can Be Taken No citizen comments 8. PLANNING COMMISSION AND STAFF REPORTS AND COMMENTS 8-A. Report (FYI) A copy of the Community Development Department’s Report was provided to each Commissioner in their agenda packet. Hunt introduced Audem Gonzales as the new Assistant Planner. In the near future, Trey Sherwood will be invited to address the Planning Commission and provide an update on the Downtown Development Plan. 9. DISCLOSURES No disclosures 10. CURRENT PLANNING PROJECTS OLD BUSINESS: No Items NEW BUSINESS: 10-A. Presentation of the Draft Turner Tract Area Plan Update Teini stated that a Public Open House was held at the Laramie Recreation Center today from noon to 1:30 PM for citizens to provide their knowledge and ideas on the formation of the plan update. A second Public Open House will be held in the City Council Chamber at 6:00 to 7:30 PM, immediately following Planning Commission meeting. The Laramie City Council will conduct a work session in the City Council Chambers tomorrow, September 24th starting at 6:00 PM. ---PAGE BREAK--- Laramie Planning Commission September 23, 2013 Page 3 of 3 A presentation of the Draft Plan was given by Bob Blanchard, project Manager with Orion Planning Group. Discussion, questions and comments followed. Staff noted that based on the comments received at the two Public Open Houses, Planning Commission meeting and tomorrow’s City Council meeting, any changes needed to the plan will be made. A Final Draft of the Plan will be presented to the Planning Commission and City Council for adoption on October 28, 2013 and November 6, 2013 respectively. 11.
