MOTION BY seconded by that the Consent Agenda be approved and that each specific action on the Consent Agenda be approved as indicated. CONSENT AGENDA 5A. Minutes of City Council Meetings. Action: that Council approve the Minutes of the City Council Regular Meeting of December 17, 2013, and Public Hearing of December 17, 2013, and have them placed on file for public inspection. Action: that the Cemetery Deeds for December 16-31, 2013 be accepted, and the Mayor and City Clerk be authorized to sign and have them recorded in the Office of the County Clerk. [Harrison, P/R Dir] 5C. Vouchers for December 2013. Action: that the following Resolution be adopted: BE IT RESOLVED: that all vouchers approved by the Finance Committee be allowed, warrants drawn on proper City funds in payment thereof, and the vouchers be placed on file in the Treasurer's Office subject to public inspection; and that Council authorize payment for the month-end payroll, light and gas charges, telephone charges, Pioneer Canal-Lake Hattie Irrigation District lease, employee travel, other employee reimbursements, pay advances, refunds for City services, recording fees, postage, lease purchase and bond payments, self-funded employee health insurance claims, miscellaneous insurance claims, Council-approved bid items, outside attorney fees, other consulting fees, before normal City Council approval on the first Tuesday of January. These expenditures are to be paid subject to audit by the City of Laramie Finance Department. [Brown, City Treasurer] 5D. Minutes. Action: that Council acknowledge receipt of the Minutes of the Parks, Tree and Recreation Advisory meeting of December 11, 2013, and that the following recommendations be approved: 1. To acknowledge receipt of the Mosquito Control Activities Report for 2013; 2. To acknowledge receipt of the Recreation Division’s Revenue and Expense Report for Summer 2013; 3. To acknowledge receipt of the 2013 Tree City USA Annual Report and Application for Recertification; 4. To approve the renewal of an Adopt a Park Agreement between the City of Laramie and the Wyoming Technical Institute for adopting the landscape medians along Adams Street, and authorize the Mayor and City Clerk to sign; 5. To approve the request to reduce the facility reservation fee for the Laramie Police Department’s youth skating event and to wave the skate rental fees for that event; 6. To approve waiving the gymnasium rental fee for the annual Elks Hoop Shoot, national free throw contest, for youth ages 8 to 13 on January 4, 2014; 7. To approve placing a plaque and naming the park shelter in Kiwanis Park, the “Bob and Ruthie Blake Shelter”. [Harrison, P/R Dir] 5E. Minutes. To approve the removal of parking as shown in the City staff exhibit to allow for adequate sight triangles (Parking eliminated on the south side of Willett for a distance of 539.2 ft., which is equivalent to 24 parking spaces.); 2. To deny without prejudice switching the stop sign control at 30th Street and Garfield Street, and City staff will provide regular updates regarding the traffic flow as the bridge and development progresses. Public Hearing, January 21, 2014, 6:30 p.m., Transfer Ownership Application of Retail Liquor License No. 18 of AKME, LLC; 3. Public Hearing, January 21, 2014, 6:30 p.m., Microbrewery Application of Coal Creek TAP, Inc.; 4. Public Hearing, March 25, 2014, 6:00 p.m., City Liquor Licenses Renewals. REGULAR AGENDA 6. Resolution No. 2014 – 01, confirming the availability of sufficient funding needed to complete the WYOLINK Radio Conversion Program. [Harrison] 7.
