Traffic Commission September 13, 2012 Page 1 of 2 MINUTES Traffic Commission Thursday, September 13, 2012 at 7:00 AM Historic Carnegie Building 1st Floor Conference Room 405 Grand Avenue, Laramie, WY 82070 The Traffic Conference meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL Meeting convened at 7:00 AM Members present: Gary Lopez, Michael Moeller, Nancy Sindelar (Chair), John Spiegelberg, Rhonda Young Members absent: Terry Jenkins There was a quorum present at all times. Council Liaison: Dave Paulekas (present) Staff Present: Jeff Bury, Harold Colby, Randy Griesbach (WYDOT), Eric Jaap, Larry Ketcham, and Kathleen Wickersham Guest: Joe Vitale (City Councilman) 2. APPROVAL OF AGENDA AND MINUTES 2-A. AGENDA: Thursday, September 13, 2012 Traffic Commission Meeting Agenda MOTION BY MOELLER, second by Lopez, to approve the Agenda as written. Aye: 5 Nay: 0 Motion carried. 2-B. MINUTES: Thursday, June 14, 2012 Traffic Commission Meeting Minutes MOTION BY MOELLER, second by Lopez, to approve the Minutes from the June 14, 2012 meeting. Aye: 5 Nay: 0 Motion carried. 3. CURRENT BUSINESS: NEW BUSINESS: 3-A. Request for Specifically Reserved Handicapped Parking Space-1521 Barratt Street Vernon Baulette requested that a specifically reserved handicapped parking space be installed for license plate number WY 10-47 at the location of 1521 Barratt Street. MOTION BY MOELLER, second by Spiegelberg, to approve placement of a specifically reserved handicapped parking space for the license plate number WY 10-47 at the location of 1521 Barratt Street. School Zones – David Clark David Clark, the City Attorney addressed the Commission and informed them that there will be a list of school zone issues that will come before them in the future. He expects the Albany County School District (ACSD) to file several applications requesting changes to traffic flow around local schools. Clark went on to say, that he plans to work on 15 different ordinances (school related) to bring them into compliance with the State laws. 3-C. 13th Street and Grand Avenue Bike Push Buttons (FYI) Griesbach informed the Commission that Wyoming Department of Transportation (WYDOT) approved $5000 from the snow removal under-run for use on two bicyclist push buttons at 13th & Grand. 3-D. Appointment of Traffic Commission Member to Urban Systems Advisory Committee MOTION BY SINDELAR, second by Lopez, to nominate and elect Young to the Urban Systems Advisory Committee for a 2 year term. Aye: 5 Nay: 0 Motion carried. OLD BUSINESS: 3-E. Railroad Crossing at Lewis Street and Cedar Street - Update Commissioners were informed that there has been no response from the Railroad Surface Transportation Board in Washington, D.C. The Commissioners made several suggesting on how to proceed and rectify the hazard. Clark stated he would file a nuisance violation against the owner and process through Laramie Municipal Court. The City could then abate the nuisance and send the owner a bill for the abatement. Clark stated that he would keep the Commission updated on the issue. 4. NEXT MEETING DATE – October 13, 2012 5.
