TRAFFIC COMMISSION February 14, 2013 STAFF REPORT REQUEST: Install a crosswalk at the intersection of 22nd Street and Willett Drive LOCATION: 22nd Street and Willett Drive APPLICANT(S)/AGENT: University of Wyoming OWNER: ROW (City of Laramie) PURPOSE: Install a crosswalk at the intersection of 22nd Street and Willett Drive PREPARED BY: Eric Jaap, Civil Engineer RECOMMENDED MOTION: Move to deny placement of a crosswalk at the intersection of 22nd Street and Willett Drive. BACKGROUND: James Scott representing the University of Wyoming has requested a crosswalk at the location of 22nd Street and Willett Drive to improve the traffic control in the area. ADDITIONAL ANALYSIS: A Traffic Signal Warrant Study completed by Professor Young’s CE5530 Traffic Operations class was provided to the City by Mr. Scott. While this type of study is not ideal for an analysis of a cross walk it does provide enough detail to determine if a crosswalk is warranted. Using the information from the study City staff has determined that a crosswalk is not warranted at the location of 22nd Street and Willett Drive. This decision is based on existing conditions of the location and also counts and accident data provided from the study. Since the location is a 4-way stop, vehicles are already required to stop and wait for a pedestrian, if present. Therefore based on this, the installation of a crosswalk at this location would neither change nor improve traffic control at the intersection. It states “…pedestrian traffic control is normally only provided at locations where there is a significant likelihood of vehicle-pedestrian conflicts, where motorists would not expect pedestrians to be crossing the roadway, or at confusing crossings or signalized intersections where additional guidance may be needed for the pedestrian to follow the safest crossing path.” The study provided shows that there is actually low pedestrian traffic volume at this location. The crash data provided shows that no accidents with pedestrians have occurred in the last 3 years. PUBLIC COMMENTS: Staff has received no public comments related to this project. STAFF RECOMMENDATION: It is the recommendation of staff to deny placement of a crosswalk at the location of 22nd Street and Willett Drive.
