Laramie Planning Commission November 26, 2012 Page 1 of 3 MINUTES Laramie Planning Commission Monday, November 26, 2012 at 4:30 PM City Council Chambers, City Hall 406 Ivinson, Laramie, WY The Planning Commission meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL Meeting convened at 4:31 PM Members present: Bob Boysen, Jon Gardzelewski, Jim McGrath, Paul Weaver (arrived at 4:33 PM), Kaye Willis (Chair) Members absent: Vicki Henry, Randy Vickers There was a quorum present at all times. Council Liaison: Erik Molvar (absent) Staff Present: Charles Bloom, Randy Hunt, Larry Ketcham, Cody Jennings, Kathleen Wickersham 2. APPROVAL OF AGENDA AND MINUTES 2-A. AGENDA: Changes and Approval of Agenda. Agenda was approved as written. 2-B. MINUTES: Monday, October 08, 2012 Planning Commission Meeting MOTION BY MCGRATH, seconded by Gardzelewski, to approve the Minutes from the October 08, 2012 Planning Commission meeting, as written. Aye: 4 (Weaver absent) Nay: 0 Motion carried. 2-C. MINUTES: Monday, October 22, 2012 Planning Commission Meeting MOTION BY MCGRATH, seconded by Gardzelewski, to approve the Minutes from the October 22, 2012 Planning Commission meeting, as written. PLANNING COMMISSION AND STAFF REPORTS AND COMMENTS Hunt provided updates on several Planning related topics:  Hunt congratulated Weaver on his new position as City Councilman.  Willis, on behalf of the Planning Commission, congratulated Weaver on his newly elected position on City Council. The applicant has elected to pursue by-right development on the northern tract that is already zoned R3.  The Grove (development behind the Ivinson Memorial Hospital) and Bison Run Village (UW housing) are both party to the agreement that requires a traffic study be completed. If warranted, a traffic light will be installed at 30th Street and Willett.  Express Pharmacy has been purchased by a national pharmacy chain who may remodel the building.  The Turner Tract Master Plan will be revisited and revised by April or May 2013.  Due to a agenda on Nov. 20th, the City Council has continued that meeting until tonight, to begin at 6 PM in the Council Chambers.  City Council will be discussing Cirrus Sky at their meeting tonight.  The City has raw data counts for the traffic study at 22nd Street and Reynolds Street; there may be the possibility of a traffic light being placed at that location.  Weaver or Hunt will contact the City’s Grants Analyst, Jodi Guerin and inquire about the progress of the grant for the John Hester Memorial Clock for downtown and provide an update on this at the next meeting. 5. DISCLOSURES No disclosures 6. CURRENT PLANNING PROJECTS OLD BUSINESS: No items NEW BUSINESS: 6-A. CUP-12-11 2552 North 15th Street (E-Free Church) – Building/Parking Expansion Bloom informed the Commission that staff required a traffic study, which has been provided; staff needs more time to review it. Staff has requested a postponement on this item until the documents can be reviewed. Christy Roberts of & Associates, the applicant’s Engineer, addressed the Commission regarding the timeline of application and traffic study submittal. Hunt re-directed the Commission on the deadlines and time frame of the project, project review committee (PRC), and traffic study. MOTION BY GARDZELEWSKI, seconded by McGrath, to postpone the public hearing and action on CUP-12-11 to December 10, 2012, based on findings of fact and conclusions of law, to allow for adequate time for City staff to review the Traffic Impact Analysis. CUP-12-12 1733 Glacier Street – Type 2 Child Care Home Jennings provided the staff report. The applicant, Jackie Aguilar, requested a conditional use permit for operation of a Type 2 Child Care Home at 1733 Glacier Street Ms. Aguilar was available to answer any questions from the Commission. MOTION BY WEAVER, seconded by Boysen, to approve a Conditional Use Permit for operation of a Type 2 Child Care Home, with a capacity of eight children not including children of the owner operator, in a single-family residence located at 1733 Glacier Street an zoned R3/TTO/PUD, based on findings of fact and conclusions of law and subject to all staff’s recommended conditions. Aye: 5 Nay: 0 Motion carried. 7. LONG RANGE PLANNING PROJECTS A copy of the Downtown Development Plan (dated 11/10/2011) was provided to each Planning Commissioner present. Trey Sherwood, Executive Director of the Laramie Main Street Alliance gave a brief introduction to the Plan and answered general questions from the Commissioners. The Plan will be on the January 14, 2013 Planning Commission Agenda. Sherwood will be present and available to answer questions. 8. VARIANCES (sitting as Board of Adjustment) No items 9.
