Laramie Planning Commission June 24, 2013 Page 1 of 4 MINUTES Laramie Planning Commission Monday, June 24, 2013 at 4:30 PM City Council Chambers, City Hall 406 Ivinson, Laramie, WY The Planning Commission meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL Meeting convened at 4:30 PM Members present: Angela DeWolf King, Jim McGrath, Randy Vickers and Kaye Willis (Chair) Members absent: Bob Boysen, Nadia Kaliszewski, Anthony Mendoza There was a quorum present at all times. APPROVAL OF AGENDA AND MINUTES 2-A. Changes and Approval of Agenda Agenda approved as written. 2-B. Minutes No Minutes were available for approval. 3. CITIZEN COMMENTS - Non-Agenda Related Topics – No Action Can Be Taken No citizen comments 4. PLANNING COMMISSION AND STAFF REPORTS AND COMMENTS Bloom informed the Commission that the Summit Housing Group provided the Planning Division with the Market Study that was mentioned at the last meeting. The condensed version (3 pages) will be sent to each member by email. 5. DISCLOSURES No disclosures 6. CURRENT PLANNING PROJECTS OLD BUSINESS: 6-A-1. FP-12-04 Indian Ridge, 1ST Addition Final Plat Teini provided the staff report. The applicant, Lindy LLC (Grant request a final plat creating 19 lots out of a parcel 6.98 acres in size, located at the northerly end of Indian Hills Drive, Dakota Drive and 45th Street. Aye: 4 Nay: 0 Motion carried. Planning Commission took a short recess at 5:47 PM. The meeting was reconvened at 5:59 PM. 6-A-2. Planning Commission Resolution No. 2013-03 Commissioner McGrath requested that City Council consider participation in comprehensive Indian Ridge Storm Drainage work that would route storm water in Indian Hills Drive south to Grays Gable Road and Jacoby Ridge Golf Course. MOTION BY KING, seconded by Vickers, to approve Planning Commission Resolution No. 2013-03 and send to City Council. Aye: 4 Nay: 0 Motion carried. 6-B. PP-13-03 Cirrus Sky Technology Park Preliminary Plat Teini informed the Commissioners that the City of Laramie has requested the subdivision of a 149 acre parcel into 4 lots for future development and 2 outlots for trail/open space. The project is generally located north of City Limits, east of the future extension of 15th Street and west of the future extension of 30th Street and south of Asphalt Lane. Ketcham, the City Engineer, presented information on the drainage and traffic study. The following citizens spoke on this matter: Shane Murphy, 1720 Beaufort Street, Laramie Shelia Schermetzler, 1460 North 22nd Street, Laramie Michelle Holmes, 2011 Nighthawk Drive, Laramie David Coffey, President of LEDC, Laramie Scott Kamber, 1561 North 22nd Street, Laramie Dan Furphy, LEDC President/CEO, 2605 Dover Drive, Laramie ---PAGE BREAK--- Laramie Planning Commission June 24, 2013 Page 3 of 4 MOTION BY MCGRATH, seconded by Vickers, to recommend approval to the City Council of the Cirrus Sky Technology Park preliminary plat, based on findings of fact and conclusions of law and subject to the staff’s recommended conditions. Aye: 3 Nay: 1 Motion carried. NEW BUSINESS: 6-C. DA-13-01 Laramie Country Club De-Annexation Bloom reported to the Commissioners that the applicant, RDR, LLC (Bob Rucinski) has requested the de-annexation of approximately 281 acres developed as a golf course and country club, located at 493 Highway 230. The property will continue to be used as a golf course, country club and restaurant. Ricinski addressed the Commission and provided more information on the request. MOTION BY VICKERS, seconded by King, to recommend denial to the City Council of the petition for de-annexation of approximately 281 acres generally located at 493 Highway 230 based on findings of fact and conclusions of law. Aye: 2 Nay: 2 Motion failed. MOTION BY KING, seconded by Vickers, to postpone further consideration of the Laramie Country Club De-Annexation until the July 8, 2013 Planning Commission meeting, and to continue the public hearing to the same date, to allow more Commissioners to be present to act on this item. Aye: 4 Nay: 0 Motion carried. 6-D. CUP-13-06 University of Wyoming’s Performing Arts Parking Lot Teini presented the staff report. The applicant, the University of Wyoming (Rock Morgan) has requested a conditional use permit to construct a parking lot at Willett Drive, north of the University of Wyoming’s Performing Arts Facility. Rock Morgan answered questions and provided additional information on the project to the Commission. MOTION BY KING, seconded by McGrath, to approve a Conditional Use Permit to construct a parking lot north of the University of Wyoming’s Performing Arts Facility zoned R3 (Multi-family Residential) District, based on findings of fact and conclusions of law and including the final drawing document that was received today and provided to the Commission.
