Laramie Planning Commission October 28, 2013 Page 1 of 3 MINUTES Laramie Planning Commission Monday, October 28, 2013 at 4:30 PM City Council Chambers, City Hall 406 Ivinson, Laramie, WY The Planning Commission meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER AS THE BOARD OF ADJUSTMENT Meeting convened at 4:30 PM Members present: Bob Boysen, Nadia Kaliszewski, Angela DeWolf King, Anthony Mendoza, Randy Vickers and Kaye Willis (Chair) Members absent: Jim McGrath There was a quorum present at all times. Council Liaison: Joe Vitale (present) Staff Present: Charles Bloom, Audem Gonzales, Randy Hunt, Derek Teini, Kathleen Wickersham Guests [in addition to speakers]: Bob Blanchard, Roger Strube 2. APPROVAL OF AGENDA AND MINUTES 2A. Changes and Approval of Agenda Agenda approved as written. 2-B. No Minutes 3. CITIZEN COMMENTS - Non-Agenda Related Topics – No Action Can Be Taken No citizen comments 4. PLANNING COMMISSION AND STAFF REPORTS AND COMMENTS A copy of the Community Development Department’s Report was provided to each Commissioner in their agenda packet. Commissioners were reminded that there will be only one meeting in November and December. Members were asked to contact staff if they were not available for either or both of these meetings. 5. DISCLOSURES No disclosures 6. CURRENT PLANNING PROJECTS OLD BUSINESS: 6-A. Turner Tract Area Master Plan 2013 Teini updated the Planning Commission on the Plan. He noted that the Plan and information have been on the City’s website and have been updated through the process to keep everyone informed; notices were mailed to the neighboring property owners; numerous public meetings City of Laramie Community Development Department P.O. The draft Plan was then presented in the same fashion, after which the consultants re-organized the plan, deemphasized other options, left parks and trails the same, swapped land use for commercial vs. office, added an instructional-use category in the area, substituted T-intersection for the roundabout, and edited text. The Turner Tract Area Master Plan has now been finalized for consideration. MOTION BY VICKERS, seconded by Mendoza, to approve Planning Commission Resolution 20012-05, approving the Turner Tract Area Plan 2013, and to forward the item to City Council for certification. Aye: 5 Nay: 1 Motion carried. NEW BUSINESS: 6-B. FP-13-06 Gardiner Subdivision Gonzales and Bloom stated the applicant, Darcy Beth Gardiner, has requested a final plat located in unincorporated Albany County, and within the City’s one mile extraterritorial subdivision jurisdiction, proposing 2 lots out of parcel 10.1 acres in size, at 1025 Howe Road. The final plat corresponds to the preliminary plat approved earlier this year. It was noted that the final plat could not legally be approved without a road maintenance agreement with Monolith Cement. Currently the applicant does not have the signed agreement. Gardiner addressed the Commissioners and provided additional information on the request for a final plat. John Erickson of Engineering & Design, representing the applicant, also spoke to the Commission. MOTION BY KING, seconded by Vickers, to forward the final plat to City Council without recommendation due to project timeline as noted by the owner. Aye: 6 Nay: 0 Motion carried. 6-C. CUP-13-13 Hospice Residential Care Facility Gonzales reviewed the staff report with the Commission. The applicant, Hospice of Laramie requested a conditional use permit for operation of a Hospice Residential Care Facility at 1754 Centennial Drive. The applicant’s representative, Paul Hoffman, provided answers to Commissioner’s questions. Aye: 6 Nay: 0 Motion carried. 6-D. Work Session - UDC Revisions: Use Table (15.10.000) Case Planner Bloom reviewed the Use Table revisions with the Commissioners. Commissioners were asked to continue to review the Use Table on their own and to send him email with any comments or questions. 7. LONG RANGE PLANNING PROJECTS No items 8.
