Traffic Commission November 14, 2013 Page 1 of 2 MINUTES Traffic Commission Thursday, November 14, 2013 at 7:00 AM Historic Carnegie Building 1st Floor Conference Room 405 Grand Avenue, Laramie, WY 82070 The Traffic Conference meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL Meeting convened at 7:00 AM Members present: Harold Colby, Gary Lopez, Michael Moeller, Nancy Sindelar (Chair), John Spiegelberg, Rhonda Young Members absent: Megan Hayes There was a quorum present at all times. Council Liaison: Jayne Pearce (present) Staff Present: Randy Hunt, Eric Jaap, Shane Johnson, Larry Ketcham, Earl Smith, Kathleen Wickersham 2. APPROVAL OF AGENDA AND MINUTES 2-A. AGENDA: Thursday, November 14, 2013 Traffic Commission Meeting Agenda MOTION BY MOELLER, second by Colby, to approve the Agenda as written, for the November 14, 2013 meeting. Aye: 6 Nay: 0 Motion carried. 2-B. MINUTES: Thursday, October 10, 2013Traffic Commission Meeting Minutes MOTION BY COLBY, second by Lopez, to approve the Minutes from the October 10, 2013 meeting. Aye: 6 Nay: 0 Motion carried. 3. TRAFFIC COMMISSION AND STAFF REPORTS AND COMMENTS Three terms on the Traffic Commission expired this year. The three Commissioners re-applied and were interviewed by City Council Members. On November 19th, Council will be appointing members. 4. DISCLOSURES None 5. Request for Removal of Parking to Allow for Sight Distances at UW New Parking Lot The applicant, The University of Wyoming, requested the removal of parking to allow for sight distances on the entrances and exits of the new UW parking lot located between 15th Street and 19th Street. MOTION BY YOUNG, second by Moeller, to approve the removal of parking as shown in the City staff exhibit to allow for adequate sight triangles. Aye: 5 Nay: 1 Motion carried. 5-B. Request to Switch the Stop Sign Control at 30th Street and Garfield Street Criterion 3, LLC, applicant, represented by Christopher Creek and Mitch Edwards, requested the stop sign control at 30th Street and Garfield Street be switched, to improve traffic flow due to the development of The Pointe. MOTION BY COLBY, second by Lopez, to deny without prejudice switching the stop sign control at 30th Street and Garfield Street. Amendment #1 MOTION BY YOUNG, seconded by Colby, to amend the main motion by adding that City staff will provide regular updates under Old Business on the agenda. Aye: 6 Nay: 0 Motion carried.
