Traffic Commission March 14, 2013 Page 1 of 3 MINUTES Traffic Commission Thursday, March 14, 2013 at 7:00 AM Historic Carnegie Building 1st Floor Conference Room 405 Grand Avenue, Laramie, WY 82070 The Traffic Conference meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL Meeting convened at 7:03 AM Members present: Philip LeBeau, Michael Moeller, Nancy Sindelar (Chair), John Spiegelberg Members absent: Megan Hayes, Gary Lopez, Rhonda Young There was a quorum present at all times. Council Liaison: Jayne Pearce (absent) Staff Present: Randy Griesbach (WYDOT), Randy Hunt, Eric Jaap, Shane Johnson, Larry Ketcham, Karen Tangeman, Kathleen Wickersham Guest: James Craven, Shawn Kumm, Herb Manig, Jim Scott, Joe Vitale 2. APPROVAL OF AGENDA AND MINUTES 2-A. AGENDA: Thursday, March 14, 2013 Traffic Commission Meeting Agenda Agenda was approved as written. 2-B. MINUTES: Thursday, February 14, 2013Traffic Commission Meeting Minutes MOTION BY LEBEAU, second by Speigelberg, to approve the Minutes from the February 14, 2013 meeting. Aye: 4 Nay: 0 Motion carried. 3. TRAFFIC COMMISSION AND STAFF REPORTS AND COMMENTS None 4. DISCLOSURES None 5. CURRENT BUSINESS OLD BUSINESS No items NEW BUSINESS 5-A. Installation of a Crosswalk at the location of 22nd Street and Arrowhead Street The University of Wyoming represented by James Scott, requested the installation of a crosswalk at the location of 22nd Street and Arrowhead Street. He went on to state that UW would agree to pay for curb changes and signage. MOTION BY MOELLER, second by LeBeau, to install a total of two fluorescent yellow advance warning signs (WW11-15) to be placed 300 feet adjacent to the location on 22nd Street, one on the north and one on the south side of the intersection of Arrowhead Street (which is a private street) and 22nd Street. MOTION BY LEBEAU, seconded by Speigelberg, to amend the main motion to state that the University of Wyoming will pay for the ADA ramp on 22nd Street and the cost of the signage. Aye: 4 Nay: 0 Motion carried. The vote on the main motion as amended is as follows: Aye: 4 Nay: 0 Motion carried. 5-B. Request for a Specifically Reserved Handicap Parking Space – 1520 E Custer Street The applicant, Mr. James Craven requested that a specifically reserved handicap parking space be installed in front of his residence at 1520 East Custer Street. MOTION BY SPIEGELBERG, second by Moeller, to approve placement of a specifically reserved handicap parking space located at 1520 East Custer Street for the following license plate numbers: WY 5-101 Handicapped, 5-T-1520 and 5-T-MRSC Aye: 4 Nay: 0 Motion carried. 5-C. Request for Parking Modifications at 406 South 19th Street The applicant, Zion Evangelical Lutheran Church, represented by Pastor Shawn Kumm, has requested handicap parking along the frontage of the Church (along 19th Street) and 4 hour limited parking on the north side of the Church (along Garfield). Pastor Kumm and Herb Manig both addressed the Commission to provide additional information and support. MOTION BY MOELLER, second by Spiegelberg, to approve placement of handicap parking along the frontage of the Church (on 19th Street) and 4 hour limited parking on the north side of the Church (on Garfield).
