Environmental Advisory Committee August 2, 2012 Page 1 of 2 MINUTES Laramie/Albany County Environmental Advisory Committee Thursday, August 2, 2012 at 6:00 PM Historic Carnegie Building 405 Grand Avenue, Laramie, WY 82070 The Environmental Advisory Committee meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. ROLL CALL Meeting convened at 6:05 PM Members Present: Barry Ballard, Guillermo Brizuela (Vice-Chair), George Heard, Diana Hulme, John Lucero Members Absent: Steve Aagard, John Evans (Chair) There was a quorum present at all times. Staff Present: David Derragon, Randy Hunt, Derek Teini, Kathleen Wickersham City Council Liaison: Scott Mullner (present) County Commissioner Liaison: Tim Chesnut (absent) 2. APPROVAL OF AGENDA AND MINUTES 2-A. Agenda MOTION BY BALLARD, seconded by Heard, to approve the agenda as written. Aye: 5 Nay: 0 Motion carried. 2-B. Minutes: Thursday, April 5, 2012 EAC Meeting MOTION BY BALLARD, seconded by Heard, to approve the Minutes from the April 5, 2012 EAC meeting as written. Aye: 5 Nay: 0 Motion carried. 3. CITIZEN COMMENTS No comments 4. ENVIRONMENTAL ADVISORY COMMITTEE AND STAFF: REPORTS AND COMMENTS Derek Teini introduced John Lucero to the Committee and then the members introduced themselves. CURRENT PROJECTS NEW BUSINESS 6-A. New Meeting Schedule Hunt addressed the Committee and informed them that City staff has provided support for the Committee by preparing agendas, minutes, etc. Due to budget constrains for the City and the County, he proposed that the Environmental Advisory Committee meet only six times a year, at least for the near future and that the Committee meet on the even numbered months: February, April, June, August, October, and December. OLD BUSINESS 6-B. Idealite Cement Plant/Western Metals on Howe Road – Clean up Hulme sent Wickersham an email with updated information from Department of Environmental Quality (DEQ) that was forwarded to each member on March 21st. Hulme stated that she would contact DEQ for an update on the project. Members can go to for more information. 6-C. I-80 Telephone Canyon Casper Aquifer Protection Unified Study Committee City and County staff have been working on a Request for Proposal (RFP) to capture storm water /contaminate runoff. mailed RFP and the proposals are expected back in 6 weeks. Once the proposals are back, Ballard will be contacted to help sort through the proposals. 6-D. Spring Creek Optimization Update The City was not awarded the Brownfield Grant, but will reapply. Ayers, the company that assisted the City with the Brownfield Grant has offered to assist again at no cost. 7. NEXT MEETING – October 4, 2012 8.
