MEMORANDUM Date: November 26, 2012 To: Planning Commission From: Charles Bloom, AICP, Senior Planner Subject: CUP-12-11: 2552 15th Street (Snowy Range Evangelical Free Church) Background: Snowy Range Evangelical Free Church filed a Conditional Use Permit to recognize their existing church use and to request an expansion of the church building and parking area. As part of the project, the applicant has requested that the adjacent alley be utilized for access to a new parking lot located in the rear of the property. Pursuant to LMC subsection 15.14.060.B.1, staff has requested that a Traffic Impact Analysis (TIA) be provided so potential traffic impacts to the alley and 13th and 15th Streets can be identified. The TIA will aid staff in formulating a recommendation to determine if any traffic mitigation measures, such as an access management plan or public improvements, are necessary. The TIA was not provided in a fashion timely enough to allow adequate staff review. The applicant has informed staff that the TIA will be complete prior to November 21st. Staff recommends postponement of the public hearing and action on the conditional use permit to December 10, 2012 to allow for adequate staff time to review the TIA and to provide the Planning Commission with a recommendation on the project. Recommended Motion: Move to postpone the public hearing and action on CUP-12-11 to December 10, 2012, based on findings of fact and conclusions of law, to allow for adequate time for City staff to review the Traffic Impact Analysis.
