Laramie Planning Commission February 25, 2013 Page 1 of 4 MINUTES Laramie Planning Commission Monday, February 25, 2013 at 4:30 PM City Council Chambers, City Hall 406 Ivinson, Laramie, WY The Planning Commission meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL 1-A. Introduction of new Commissioners Meeting convened at 4:32 PM Members present: Nadia Kaliszewski, Angela King, Jim McGrath, Anthony Mendoza, Randy Vickers, Kaye Willis (Chair) Members absent: Bob Boysen There was a quorum present at all times. Council Liaison: Joe Vitale (present) Staff Present: Randy Hunt, Cody Jennings, Larry Ketcham, Derek Teini, Kathleen Wickersham 2. ELECTION FOR OFFICERS FOR 2013 2-A. Chairman 2-B. Vice-Chairman Elections for the Planning Commission Chairman and Vice-Chair were postponed until the March 25th Planning Commission meeting. 3. ELECTION FOR LIAISON TO PARK & TRAILS COMMITTEE Election for the liaison to Park & Trails Committee was postponed until the March 11th Planning Commission meeting. 4. APPROVAL OF AGENDA AND MINUTES 4-A. Changes and Approval of Agenda Agenda was approved as written. 4-B. Monday, January 14, 2013 Planning Commission Meeting Minutes MOTION BY VICKERS, seconded by Kaliszewski, to approve the Minutes from the January 14, 2013 Planning Commission meeting, as written. Training 6-A. Wyoming Public Documents and Open Meetings Acts Training was postponed until the March 11th Planning Commission meeting. 7. PLANNING COMMISSION AND STAFF REPORTS AND COMMENTS 7-A. Report (FYI) A copy of the Community Development Department’s Report was provided to each Commissioner in their agenda packet. Teini gave a short update on the Laramie Parks Master Plan AdHoc Committee. They are holding public outreach meeting on Wednesday, February 27th from noon to 2 PM and 5:30 – 8 PM at the Recreation Center; and on Thursday, February 28th from noon to 2 PM at Fire Substation 2 and 6-8 PM at the Lincoln Community Center. Teini also stated that consultants have been hired to complete the Turner Tract Area Plan Update, which was last updated in 2001. There will be a public meeting on Wednesday, March 6th from 6-8 PM at the Recreation Center for the public to meet the consultants, Orion Planning Group, and provide knowledge and ideas to the project team. Stakeholder meetings will also be held on March 6th and 7th. Hunt stated that Cirrus Sky Technology Park received state funding, which along with the City match will allow formal work on the project to begin. The plan is to start building the infrastructure this summer and finish by October 2013. The Plat will be before the Planning Commission in April or May. He went on to say that citizen discussion and involvement in a traffic study for the area of town north of Reynolds Street between 15 and 30th Streets will be the next item to complete. Planning Commission will see the next Unified Development Code (UDC) update this summer. Staff will look into the John Hester Memorial clock and provide an update to the Commission. 8. DISCLOSURES No disclosures 9. CURRENT PLANNING PROJECTS OLD BUSINESS: 9-A. Scheduling a Work Session for April 1, 2013. MOTION BY VICKERS, seconded by Mendoza, to set a Planning Commission work session for Monday, April 1, 2013. Aye: 6 Nay: 0 Motion carried. 9-B. FP-12-04 Indian Ridge 1st Addition Final Plat Teini gave background on this project, noting that the City and the Applicant requested postponement until April 8, 2013. ---PAGE BREAK--- Laramie Planning Commission February 25, 2013 Page 3 of 4 Grant the applicant, was available to answer questions. MOTION BY VICKERS, seconded by King, to postpone action on the final plat and continue the public hearing on FP-12-04 to April 8, 2013, based on findings of fact and conclusions of law, to allow for adequate time for the applicant to respond to staff comments and allow City staff to completely review new submittal information. Aye: 6 Nay: 0 Motion carried. NEW BUSINESS: 9-C. FP-13-02 Boulder Addition Final Plat Hunt provided the staff report. The applicant, Albany County School District Number One (ACSD requested a final plat creating 6 lots for future residential, institutional and commercial development on approximately 145 acres generally located southwest of the Boulder Drive and Beech Street intersection. Hunt also stated that the property is not located in the Casper Aquifer Protection Overlay Zone, although it is over the Casper aquifer (as is all of Laramie). The applicant was represented by ACSD1 Business Manager Ed Goetz. Goetz addressed the Commission to provide more information and answer questions. The following citizens spoke on this matter: Gary Linford, 1325 Whitman, Laramie Commissioner King left the meeting at 5:35 PM. MOTION BY VICKERS, seconded by Mendoza, to recommend approval to the City Council of the Boulder Addition Final Plat, based on findings of fact and conclusions of law. Aye: 5 (King absent) Nay: 0 Motion carried. Commissioner King returned to the meeting at 5:37 PM. 9-D. PP-13-01 Gardiner Subdivision Preliminary Plat Jennings provided the staff report. The applicant, Darcy Gardiner requested a preliminary plat to subdivide a 10.1 acre parcel into two lots for residential development. The property is located at 1025 Howe Road, in unincorporated Albany County and within the City’s one mile extraterritorial subdivision jurisdiction. The applicant was available to answer questions. MOTION BY KALISZEWSKI, seconded by King, to recommend approval to the City Council of the Gardiner Subdivision preliminary plat, based on findings of fact and conclusions of law and subject to the staff’s recommended conditions Aye: 6 Nay: 0 Motion carried. 10.
