CURBSIDE RECYCLING FACTS • City recycling partner is ARK Recycling – an existing Laramie business. • Neither the City NOR the Ark charges for more than true-cost. Neither makes ANY profit. (Existing Facilities Report – Trihydro 4/23/09 Appendix • The ONLY cost collected is based upon the ACTUAL COST of 1) recycling containers, 2) equipment and manpower, and 3) Ark’s baling/shipping to sorting facility costs. ARK’s cost, including sale of commodities = $46/ton. Recycling program revenues per annum may exceed annual expenses, the full cost accounting considers ALL program costs over the useful life; vehicles and equipment capital and replacement, facility land and structure depreciation, utilities and personnel. New cell life extended by ~20%. • WDEQ mandates ALL future landfill cells must be lined/Reduced costs @ landfill NOT viable option. • Liner systems typically cost ~ $2 – $5 million (depending on size). • Full-Cost-Accounting-Analysis of existing landfill is ~$18/ton – the lowest in the state (largely due to lack of improvements). This type of facility can no longer be constructed in Wyoming. Environmental improvements & increased residential capacity will require upgrades. Costs increasing to $32-$40/ton. Recycling reduces landfill cost by saving space. City-wide recycling program is estimated to keep up to 5,000 TONS OF MATERIAL OUT OF THE LANDFILL (Solid Waste Rate Study presented to City Council on August 18, 2010) Waste incinerator cost is far greater than cost of a lined landfill cell. Incinerator est. costs: 7 million. Requires waste stream 3–4 x what City could provide. Lined landfill cells still required to bury incinerated waste material ash.
