Laramie Planning Commission October 22, 2012 Page 1 of 3 MINUTES Laramie Planning Commission Monday, October 22, 2012 at 4:30 PM City Council Chambers, City Hall 406 Ivinson, Laramie, WY The Planning Commission meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL Meeting convened at 4:30PM Members present: Bob Boysen, Jon Gardzelewski (arrived at 4:32 PM), Vicki Henry, Jim McGrath, Randy Vickers, Paul Weaver (arrived at 4:37 PM), Kaye Willis (Chair) Members absent: None There was a quorum present at all times. Council Liaison: Erik Molvar (absent) Staff Present: Charles Bloom, Cody Jennings, Kathleen Wickersham 2. APPROVAL OF AGENDA AND MINUTES 2-A. AGENDA: Changes and Approval of Agenda. Agenda was approved as written. 2-B. MINUTES: No Minutes 3. CITIZEN COMMENTS - Non-Agenda Related Topics – No Action Can Be Taken No comments 4. PLANNING COMMISSION AND STAFF REPORTS AND COMMENTS 4-A. Report (FYI) A copy of the Community Development Department’s Report was provided to each Commissioner in their agenda packet. Bloom reminded the Commission that there would be no meeting on November 12th due to the City observing Veteran’s Day and the City offices being closed. 5. DISCLOSURES Gardzelewski works at the University of Wyoming and will abstain from the discussion and decision on agenda item 6-A. VAC-12-02. 6. CURRENT PLANNING PROJECTS OLD BUSINESS: 6-A. VAC-12-02 Alley North of Lewis Street between 10th and 11th Streets Bloom presented the staff report. The applicant, Trustees of the University of Wyoming (Josh Decker) requested a vacation of a north-south alley between 10th and 11th Streets connecting Lewis and Bradley Streets. Aye: 5 (Gardzelewski abstained) Nay: 1 Motion carried. 6-B. FP-12-06 Vaquero Subdivision Bloom explained that this item has been brought back before the Planning Commission due to a delay through County Planning and Department of Environmental Quality (DEQ) requirements. Jon James Sweckard, the applicant, was available to answer questions. MOTION BY HENRY, seconded by Weaver, to recommend approval to the City Council of the Vaquero Subdivision final plat, based on findings of fact and conclusions of law as stated in the July 9, 2012 staff report. Aye: 7 Nay: 0 Motion carried. NEW BUSINESS: 6-C. CUP-12-10 401 South 15th Street - Spa Jennings presented the staff report. The applicant, Monte Lindmier requested a conditional use permit for operation of a spa, at the location of 401 South 15th Street. Lindmier addressed the Commission and provided additional information and answered questions. The following citizens spoke on this matter: Sandi Morad, 1420 East Garfield Street, Laramie Tom Wilson, 1503 Custer Street, Laramie Roland Morad, 1420 Garfield Street, Laramie MOTION BYGARDZELEWSKI, seconded by Vickers, to approve a Conditional Use Permit for a spa in a multi-family residence located at 401 South 15th Street and zoned R3 (Multi-family) District, based on findings of facts and conclusions of law and subject to all of staff’s recommended conditions. Aye: 2 Nay: 5 Motion failed. 7. LONG RANGE PLANNING PROJECTS No items 8.
