LARAMIE CITY COUNCIL PUBLIC HEARING Original Ordinance 1874 August 13, 2013 Public Hearing was called to order by Mayor Paulekas at 6:11 p.m. City Council present: Vicki Henry, Jayne Pearce, Joe Vitale, Roger McKinley, Lee Kempert, Joe Shumway, and Dave Paulekas. Absent: Klaus Hanson and Paul Weaver. Weaver entered at 7:41 p.m. The City Clerk read the notice: THE LARAMIE CITY COUNCIL WILL MEET ON TUESDAY, AUGUST 13, 2013 AT 6:00 P.M. IN THE CITY COUNCIL CHAMBERS, LARAMIE CITY HALL. 406 IVINSON STREET, TO TAKE PUBLIC COMMENTS OR PROTESTS ON A PROPOSED ORIGINAL ORDINANCE NO. 1874: AN ORDINANCE AMENDING TITLE 15 OF THE LARAMIE MUNICIPAL CODE AMENDING MANUFACTURED HOME, MOBILE HOME, TRAVEL TRAILER PARK, RECREATIONAL VEHICLE PARK AND CAMPGROUND LICENSING REQUIREMENTS. Mayor Paulekas asked if there were any public comments. Bob Blake, owner of Prairie’s Edge, talked about R2M zone; the use and misuse of that zoning; the average court rent structure; and maintenance and repair of trailer courts. Jennifer Hanft, representing Seven Acres Mobile Home Park, passed out a handout addressing several concerns; expressed concerns about how the ordinance would affect existing trailer courts and the trailers that are currently in place; and that enforcing the ordinance could conceivably displace or make homeless a disproportionate amount of Hispanics. Charles Bloom, Senior City Planner, presented a copy of a letter for Public Comments from Sandra McCarty. Randy Hunt, Community Development Director, spoke about the future readings of the Ordinance before Council, at the August 20, 201, Council Meeting, this item will be addressed, with the motion for the second reading to be delayed until the second meeting in November, for staff to have additional research time, incorporate some of the complexities of the Ordinance and its effect, and to address some of the concerns addressed by the public.
