To approve the minutes from the November 13, 2013 regular meeting of the Parks, Tree and Recreation Advisory Board. (Owen, pages 1-3) 2. To acknowledge receipt of the mosquito control activities report for 2013. (Schott, pages 4-10) 3. To acknowledge receipt of the Recreation Division’s Revenue and Expense Report for Summer 2013. (Guerin, pages 11-20) 4. To acknowledge receipt of the 2013 Tree City USA Annual Report and Application for Recertification. (Schott, pages 21-55) 5. To approve the renewal of an Adopt a Park Agreement between the City of Laramie and the Wyoming Technical Institute for adopting the landscape medians along Adams Street. (Schott, pages 56-59) Motion seconded that the consent agenda be approved and that each specific action on the consent agenda be approved as indicated within the staff reports. (Items listed on the consent agenda are considered to be routine and will be enacted by one motion in the form listed above. There will be no separate discussion of these items unless a Board Member or citizen so requests, in which case the item will be removed from the consent agenda and will be considered on the regular agenda.) Regular Agenda: 1. Council appointments for the three vacant Advisory Board seats. (Harrison, page 60) 2. Consideration of the request to reduce the facility reservation fee for the Laramie Police Department’s youth skating event and to waive the skate rental fees for that event (Guerin, pages 61-62) 3. Consideration of waiving the gymnasium rental fee for the annual Elks Hoop Shoot, national free throw shooting contest, for youth ages 8 to 13 on January 4, 2014. (Guerin, pages 63-65) 4. Consideration of placing a plaque and naming the park shelter in Kiwanis Park, the Bob and Ruthie Blake Shelter. (Schott, pages, 66-71) 5. Consideration of a Resolution in support of submitting a 2014 Land and Water Conservation Fund grant in the amount of $50,000 for the design and construction of the Imperial Heights Park.
