Page 1 of 2 Recreation Center/Ice & Event Center Photograph/Video Imaging and Cell Phone Policy REVISED JUNE 12, 2013 Scope This policy outlines the policies governing the use of photographic or video equipment and cell phone use within the Laramie Community Recreation Center, the Ice and Event Center and the surrounding recreation campus areas. Effective Date This policy is effective as of July 1, 2011. Background The Recreation Center and Ice & Event Center believes in protecting the privacy and well-being of all members and guests. There is an expectation of privacy within areas of the Recreation Center and Ice & Event Center including all locker rooms, family changing areas, and restrooms. Within the public, common areas of the Recreation Center and the Ice & Event Center members and guests have a reasonable expectation of some degree of privacy within certain confines of the facility (circuit weight area, cardio fitness areas, stretching area, and the walk/jogging track). Policy Photography or video imaging equipment (including cell phone, digital, film, video, etc.) of any individual member or guest in the locker rooms, family changing areas, and restrooms is strictly prohibited. Photography or video imaging equipment (including cell phone, digital, film, video, etc.) of any individual member or guest in the circuit weight area, cardio fitness areas, stretching area, and the walk/jogging track without the prior written consent of the Recreation Center/Ice & Event Center and the subject member or guest is prohibited. This includes photographs and video for use in marketing materials for City of Laramie publications or marketing purposes which requires written authorization for use of such imagery. Photography or video imaging for advertising or promotion of commercial products or services is not allowed without express written consent of the City of Laramie and the subject members and guests and/or actors. Due to the family atmosphere of the Recreation Center and the Ice and Event Center it is permissible for amateur use of photography and video imaging equipment for personal use only (families and user groups) within the common areas including the gymnasium, arena, great hall/lobby, conference room and multi-purpose rooms, and indoor/outdoor swimming pools. ---PAGE BREAK--- Page 2 of 2 Newspaper or news media photography or videography is allowed in the public areas of the Recreation Center/Ice & Event Center during any event or function which is deemed to be “newsworthy” by the media. Prior to the media exercising the function of reporting the news all involved media personnel shall identify themselves to the Recreation Center/Ice & Events Center Manager on duty and shall display a form of picture identification visible to the general public during the times of exercising that function. Media personnel shall use reasonable efforts to obtain consent from the activity participants who may be identified within the photograph or video. Consent is not necessary where the participants are not identifiable. Photography or videography within the locker rooms, family changing areas or restrooms by media personnel is strictly prohibited at all times. Any suspicious use of photographic or video equipment – in particular, by persons acting independently and/or not affiliated with a family or user group shall be brought to the attention of the Recreation Center/Ice & Event Center Manager on Duty. The Manager on Duty shall notify law enforcement to immediately address any suspicious photography or video imaging. It should be noted that law enforcement may ask the member or guest to view the device for inappropriate content and if inappropriate content is discovered, criminal charges may be pursued. Cell Phones For the safety and enjoyment of all Recreation Center and Ice & Event Center users, please refrain from wearing pagers and cell phones while in the circuit weight area, cardio fitness areas, stretching area, gymnasium, Ice arena area, swimming pools, and the walk/jogging track. If you require your cell phone for emergency calls, please set it to vibrate and return the call in the great hall/lobby or the common areas.
