TRAFFIC COMMISSION November 14, 2013 STAFF REPORT REQUEST: Removal of parking to allow for sight distances on the entrances and exits of a new UW parking lot LOCATION: Willett Drive between 15th Street and 19th Street, new UW parking lot APPLICANT(S)/AGENT: University of Wyoming (Rock Morgan) OWNER: ROW (City of Laramie) PURPOSE: Improved sight distances for entrance and exits of a new UW parking lot PREPARED BY: Eric Jaap, Civil Engineer RECOMMENDED MOTION: Move to approve the removal of parking as shown in the City staff exhibit to allow for adequate sight triangles. BACKGROUND: The University of Wyoming recently completed a new parking lot which involved adding additional entrances and exits onto Willett Drive. The University has proposed the removal of parking as shown in the application to improve sight distance on the driveways. City staff has designed the sight triangles for the driveways according to engineering standards and is proposing the removal of parking as shown in exhibit provided. ADDITIONAL ANALYSIS: UW has proposed removing 40 feet east of the middle entrance and 15 feet west of the middle entrance. City staff has designed the intersection based on the 2004 addition of A Policy on Geometric Design of Highways and Streets which is the standard of which roads are designed. Based on the design guidelines that are outlined in the book, City staff is proposing the removal of parking as shown in staff’s exhibit. The removal of parking as shown in the exhibit allows for adequate sight distances for drivers exiting the parking lot. The sight distances are shown by the triangles. Staff is proposing 106 feet of parking between the far west exit and the middle driveway. The sight triangles only allowed one parking space between the middle and far east driveways. Since this location only allowed one spot, staff recommends removing parking along the entire stretch to avoid confusion and complications with parking. Seven no parking signs will be needed and will be paid for by the University of Wyoming. The City will install the signs and do the painting at the City’s cost.
