Laramie Planning Commission July 22, 2013 Page 1 of 3 MINUTES Laramie Planning Commission Monday, July 22, 2013 at 4:30 PM City Council Chambers, City Hall 406 Ivinson, Laramie, WY The Planning Commission meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL Meeting convened at 4:28 PM Members present: Bob Boysen, Angela DeWolf King, Nadia Kaliszewski, Jim McGrath, Anthony Mendoza, Randy Vickers and Kaye Willis (Chair) Members absent: None There was a quorum present at all times. Council Liaison: Joe Vitale (present) Staff Present: Paul Harrison, Derek Teini, and Kathleen Wickersham 2. APPROVAL OF AGENDA AND MINUTES 2-A. Changes and Approval of Agenda Agenda approved as written. 2-B. Minutes No Minutes were available for approval. 3. CITIZEN COMMENTS - Non-Agenda Related Topics – No Action Can Be Taken No citizen comments 4. PLANNING COMMISSION AND STAFF REPORTS AND COMMENTS 4-A. Report (FYI) A copy of the Community Development Department’s Report was provided to each Commissioner in their agenda packet. Hunt informed the Commission that Cody Jennings, Assistant Planner was leaving the City of Laramie to accept a new position out-of-state. He thanked Jennings for his hard work and dedication. 5. PPUD-13-01 PPUD-13-01 Grand View Height Preliminary Planned Unit Development (PUD Revision) & PP-13-04 Grand View Heights Preliminary Plat Teini provided the staff report. The applicant, Country Club, LLC (Edwards Development - William Edwards) / Beckner Consulting Services, LLC have requested a revised preliminary planned unit development and a preliminary plot proposal for land located south of Beech Street, west of Vista Drive, north of Interstate 80 and east of Boulder Drive. The specific items are as follows: 1. A preliminary planned unit development request revising the existing Grand View Heights PUD to include property south of Bill Nye Avenue and to reconfigure proposed multi-family lot development west of Glacier Street for single family development totaling 365 units, a commercial component (storage units), Open Space and Improvements; and 2. A preliminary plat proposing 176 lots for development and 7 tracts for use as Open Space. Bill Edwards provided a PowerPoint presentation, additional information and answered Commissioner’s questions. The following citizens spoke on this matter: Dennis Lester, 4231 Kerry Lynne Lane, Laramie Dan Brain, 706 South 3rd Street, Laramie MOTION BY KING, seconded by Mendoza, to recommend approval to the City Council of the revised Grand View Heights Preliminary Planned Unit Development, based on findings of fact and conclusions of law and subject to the staff’s recommended conditions. Aye: 7 Nay: 0 Motion carried. MOTION BY KING, seconded by Mendoza, to recommend approval to the City Council of the Grand View Heights Preliminary Plat, based on findings of fact and conclusions of law and subject to the staff’s recommended conditions.
