Laramie Planning Commission March 25, 2013 Page 1 of 3 MINUTES Laramie Planning Commission Monday, March 25, 2013 at 4:30 PM Laramie Recreation Center, Large Conference Room 920 Boulder Drive, Laramie, WY The Planning Commission meetings are open to the public. Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ ROLL CALL Meeting convened at 4:35 PM Members present: Bob Boysen, Nadia Kaliszewski, Angela King, Jim McGrath, Anthony Mendoza, Randy Vickers, Kaye Willis (Chair) Members absent: None There was a quorum present at all times. Council Liaison: Joe Vitale (present) Staff Present: Charles Bloom, Karen Tangeman, Kathleen Wickersham 2. ELECTION FOR OFFICERS FOR 2013 2-A. Chairman MOTION BY BOYSEN, seconded by Mendoza, to elect Kaye Willis to be Chairman of the Planning Commission. Aye: 6 (Willis abstained) Nay: 0 Motion carried. 2-B. Vice-Chairman MOTION BY VICKERS, seconded by Mendoza, to elect Angela King to be Vice-Chairman of the Planning Commission. Aye: 6 (King abstained) Nay: 0 Motion carried. 3. APPROVAL OF AGENDA AND MINUTES 3-A. Changes and Approval of Agenda Agenda was approved as written. 3-B. Monday, March 11, 2013 Planning Commission Meeting Minutes MOTION BY KING, seconded by Mendoza, to approve the Minutes from the March 11, 2013 Planning Commission meeting, as written. CITIZEN COMMENTS - Non-Agenda Related Topics – No Action Can Be Taken No citizen comments. 5. PLANNING COMMISSION AND STAFF REPORTS AND COMMENTS 5-A. Report (FYI) A copy of the Community Development Department’s Report was provided to each Commissioner in their agenda packet. Bloom reminded the Commissioners that there would be a work session on Monday, April 1, 2013 at 4:30 PM in the Council Chambers in City Hall. A draft of The Tree Area Overlay Zone will be presented by Teini at the April 8, 2013 meeting. 6. DISCLOSURES No disclosures 7. CURRENT PLANNING PROJECTS OLD BUSINESS: No items NEW BUSINESS: 7-A. TA-13-01 Amendments to Manufactured home, mobile home, travel trailer park, recreational vehicle park and campground licensing requirements Bloom presented the staff report, requesting text amendments to the Unified Development Code amending manufactured home, mobile home, travel trailer park, recreational vehicle park and campground licensing requirements. The following citizens spoke on this matter: Amy Williamson, 1306 Ivinson Street, Laramie MOTION BY KING, seconded by Vickers, to recommend that the City Council approve amendments to Title 15 (Unified Development Code) of the Laramie Municipal Code as shown in Attachment A, for the purposes of amending the manufactured home, mobile home, travel trailer park, recreational vehicle park and campground licensing requirements. Aye: 7 Nay: 0 Motion carried. 7-B. TA-13-02 Amendments to 15.14.060.B and C and 15.08.040.C – PUDs and Rezoning Bloom presented the staff report, requesting text amendments to the Unified Development Code amending the procedures for the establishment of Planned Unit Development Overlay Districts and Rezonings, and amending Planned Unit Development Overlay District Standards. MOTION BY KALISZEWSKI, seconded by King, to recommend that the City Council approve amendments to Title 15 (Unified Development Code) of the Laramie Municipal Code as shown ---PAGE BREAK--- Laramie Planning Commission March 25, 2013 Page 3 of 3 in Attachment A, for the purposes of amending the procedures for establishment of a PUD Overlay District, clarifies certain procedures for Rezoning, and modifying the PUD Overlay District standards. Aye: 7 Nay: 0 Motion carried. MOTION BY KING, seconded by Vickers, to strike “do not” on page 29, Section 8. Procedures from Amendments to a Planned Unit Development, (iii) Minor, Definition, the last sentence, so that it reads “…or modifications that qualify as a Minor Administrative Modification pursuant to subsection 15.060.060.J.” Aye: 7 Nay: 0 Motion carried. 8.
