TRAFFIC COMMISSION December 12, 2013 STAFF REPORT REQUEST: General Reserved Handicap Parking Space LOCATION: 221 South 2nd Street APPLICANT(S)/AGENT: Cartouche Day Spa (Darci Kite) OWNER: ROW (City of Laramie) PURPOSE: Install a general reserved handicap parking space at 221 South 2nd Street PREPARED BY: Eric Jaap, Civil Engineer RECOMMENDED MOTION: Move to approve placement of a general reserved handicap parking space at the location of 221 South 2nd Street. BACKGROUND: Cartouche Day Spa is requesting a general reserved handicap parking space near their business since they have regular cliental that would benefit from it. ADDITIONAL ANALYSIS: City staff sees no issues with the placement of the general reserved handicap parking space. Staff however has chosen a different location then the applicant requested. This was done for several reasons. Only one parking stall is being removed from the downtown area if a parallel parking stall is used. If a diagonal parking stall is used two spaces would need to be removed to meet ADA standards. In addition the proposed location places the parking spot closer to a ramp for the handicap cliental. PUBLIC COMMENTS: Staff has notified the businesses in the area and has received no public comment. STAFF RECOMMENDATION: It is the recommendation of staff to approve placement of a general reserved handicap parking space at the location 221 South 2nd Street.
