MINUTES CITY OF LARAMIE, WYOMING CITY COUNCIL SPECIAL MEETING January 7, 2013 Page 1 Special Meeting of the City Council was called to order by the City Clerk at 6:00 p.m. The City Clerk read the following notice: NOTICE IS HEREBY GIVEN THAT THE FOLLOWING SPECIAL MEETING OF THE LARAMIE CITY COUNCIL WILL BE HELD MONDAY, JANUARY 7, 2013, 6:00 P.M. COUNCIL CHAMBERS, CITY HALL, 406 IVINSON ST. LARAMIE, WY FOR THE FOLLOWING PURPOSES: 1. OATHS OF OFFICE FOR ELECTED COUNCILORS. 2. RESOLUTION 2013-06, ELECTION OF MAYOR; 3. RESOLUTION 2013-07, ELECTION OF VICE-MAYOR; 4. SEATING SELECTION; 5. SELECTION OF BOARDS & COMMISSIONS COUNCIL POSITIONS; 6. RESOLUTION NO. 2013-08, APPOINTING COUNCIL MEMBERS TO SERVE ON BOARDS AND COMMISSIONS. AGENDA 1. Oaths of Office for Elected Councilors. City Clerk Morris-Jones administrated Oath of Office to newly elected Council members: Vicki Henry, Jayne Pearce, Joe Vitale, Joe Shumway, and Paul Weaver. 2. Roll Call. Roll call showed present: Vicki Henry, Jayne Pearce, Roger McKinley, Lee Kempert, Joe Vitale, Klaus Hanson, Joe Shumway, Paul Weaver, and Dave Paulekas. Absent: None. 3. Election of Mayor & President of the Laramie City Council A. Nominations. Nominations were conducted by City Clerk Morris-Jones. Council member Shumway, do you have a nomination for Mayor and President of the City Council: Paulekas. Council member Hanson, do you have a nomination for Mayor and President of the City Council: No. Council member Vitale, do you have a nomination for Mayor and President of the City Council: Hanson. Council member Kempert, do you have a nomination for Mayor and President of the City Council: No. Council member McKinley, do you have a nomination for Mayor and President of the City Council: No. Council member Paulekas, do you have a nomination for Mayor and President of the City Council: No. Council member Henry, do you have a nomination for Mayor and President of the City Council: Pearce. Council member Kempert, who do you vote for: Paulekas. Council member McKinley, who do you vote for: Paulekas. Council member Paulekas, who do you vote for: Paulekas. Council member Henry, who do you vote for: Paulekas. Council member Pearce, who do you vote for: Pearce. Council member Weaver, who do you vote for: Paulekas. Paulekas received 6 votes, Hanson received 2 votes, and Pearce received 1 vote. 4. Election of Vice Mayor and Vice President of the Laramie City Council A. Nominations. Nominations were conducted by City Clerk Morris-Jones. Council member Shumway, do you have a nomination for Vice-Mayor and President of the City Council: Weaver. Council member Hanson, do you have a nomination for Vice-Mayor and President of the City Council: No. Council member Vitale, do you have a nomination for Vice-Mayor and President of the City Council: Vitale. Council member Kempert, do you have a nomination for Vice-Mayor and President of the City Council: No. Council member McKinley, do you have a nomination for Vice-Mayor and President of the City Council: No. Council member Paulekas, do you have a nomination for Vice-Mayor and President of the City Council: No. Council member Henry, do you have a nomination for Vice-Mayor and President of the City Council: No. Council member Pearce, do you have a nomination for Vice-Mayor and President of the City Council: Henry. Council member Weaver, do you have a nomination for Vice-Mayor and President of the City Council: No. B. Election Council member Shumway, who do you vote for: Weaver. Council member Hanson, who do you vote for: Vitale. Council member Vitale, who do you vote for: Vitale. Council member Kempert, who do you vote for: Weaver. Council member McKinley, who do you vote for: Weaver. Council member Henry, who do you vote for: Henry. Council member Pearce, who do you vote for: Henry. Council member Weaver, who do you vote for: Weaver. Mayor Paulekas, who do you vote for: Weaver. Weaver received 5 votes, Vitale received 2 votes, and Henry received 2 votes. 3C. Resolution No. 2013-06, appointing the Mayor and President of the Council of the City of Laramie, Wyoming, for the Years 2013-2014. ---PAGE BREAK--- MINUTES CITY OF LARAMIE, WYOMING CITY COUNCIL SPECIAL MEETING January 7, 2013 Page 3 MOTION BY SHUMWAY, seconded by McKinley, that Council approve Resolution No. 2013-06, appointing Dave Paulekas the Mayor and President of the Council of the City of Laramie, Wyoming for the years 2013-2014. 4C. Resolution No. 2013-07, appointing the Vice-Mayor and Vice-President of the Council of the Council of the City of Laramie, Wyoming, for the Years 20113-2014. MOTION BY MCKINLEY, seconded by Kempert, that Council approve Resolution No. 2013-07, appointing Paul Weaver the Vice-Mayor and Vice-President of the Council of the City of Laramie, Wyoming for the years 2013- 2014. Roll call showed Aye: Henry, Pearce, McKinley, Kempert, Vitale, Hanson, Shumway, Weaver, and Paulekas. Nays: None. Absent: None. MOTION CARRIED. 5. Seat selection. City Council members selected seating arrangement as per City of Laramie Code of Conduct and Guidelines for City Council. This process was conducted by rotation of Council members beginning with those Council members with the most years of service as a Council member. Members with equal seniority selected a card from an immediate opened unsealed regular deck of cards. Seniority listing: Councilors Shumway, Hanson, Vitale, Kempert, McKinley, Henry, and Pearce. Seating from left to right, as seen from the floor: Vitale, Kempert, Pearce, Vice-Mayor Weaver, Mayor Paulekas, Shumway, Henry, McKinley, and Hanson. 6. Selection of Boards & Commissions Council positions. Selection of positions was conducted by order of seniority, reversing the order of the list each time from the previous time until all positions have been selected. Seniority of time, when equal, in Council was decided by card selection: Shumway, Hanson, Vitale, then Paulekas, Kempert, and McKinley, then Weaver, Henry and Pearce. 7. Resolution No. 2013-08, appointing Council members for the City of Laramie, Wyoming to serve as a liaison or voting member to each board and commission for the City of Laramie, Wyoming. MOTION BY SHUMWAY, seconded by Kempert, that Council approve Resolution No. 2013-08, appointing Council Members for the City of Laramie, Wyoming, to serve as a liaison or voting member to each Board and Commission for the City of Laramie, Wyoming as selected, to be read into the record, and to be in effect for the years 2013 and 2014. The Appointments are as follows: Shumway: Finance Committee, Beautification Committee, Local Emergency Planning Committee; Hanson: Finance Committee, Albany County Recreation Board, Laramie Advisory Commission on Disabilities; Vitale: Planning Commission/Zoning Board of Adjustment, Laramie Area Chamber of Commerce Board, Albany County Tourism Board; Paulekas: Laramie Economic Development Commission, Urban Systems Advisory Committee, Building & Fire Code Board of Appeals; Kempert: Parks, Tree and Recreation Advisory Board, Board of Health, Laramie Area Chamber of Commerce, Urban Systems Advisory Committee; McKinley: Laramie Railroad Board, Wyoming Territorial Park Board, Laramie Regional Airport; ---PAGE BREAK--- MINUTES CITY OF LARAMIE, WYOMING CITY COUNCIL SPECIAL MEETING January 7, 2013 Page 4 Weaver: Finance Committee, Laramie Plains Civic Center Board, Downtown Development Authority, Environmental Advisory Committee, Urban Systems Advisory Committee; Henry: Parks, Trails, & Recreation Master Plan Ad Hoc Committee, Monolith Ranch Advisory Committee, Environmental Advisory Committee; Pearce: Urban Systems Advisory Committee, Rifle Range Committee, Traffic Commission. Roll call showed Aye: Henry, Pearce, McKinley, Kempert, Vitale, Hanson, Shumway, Weaver, and Paulekas. Nays: None. Absent: None. MOTION CARRIED. 8. Adjournment.
