Any use that is not specifically permitted, or permitted by special usc review, in a particular zone district, shall be prohibited in such zone district, unless the Planning Director determines that the proposed use is not specifically addressed and allowed in other zone districts; and (ii) the proposed use is sufliciently similar to a designated use that is otherwise allowed (by right or Special Use Review) in the zone distict proposed for the use, such that the location of the use in that district ould be consistent with the provisions of this Chapter 26.
