4-H Program Manager WSU Extension Office Page 1 of 3 KLICKITAT COUNTY, WASHINGTON POSITION DESCRIPTION POSITION TITLE: 4-H Program Manager EFFECTIVE DATE: September 1, 2017 REPORTS TO: Director PAY GRADE: 69 DEPARTMENT/DIVISION: Washington State University (WSU) Extension Office FLSA STATUS: Exempt LOCATION: Goldendale POSITION STATUS: Full-time BASIC JOB PURPOSE/FUNCTION: Provides leadership and the day to day management for Extension work in the 4-H Youth Development Program of Klickitat County. Manages volunteers through recruitment, screening and placement of volunteers. Responsible for community outreach efforts to serve youth outside of the 4-H club system. This oversight includes the development and implementation of programs and activities within the policies and procedures of WSU Extension 4-H program under the direction of the 4-H Regional Specialist, Klickitat County Extension Director and the State 4-H Program Director. Requires consistent problem-solving expertise and conflict resolution skills. Oversees and promotes 4-H youth/adults and activities. May perform a variety of general office tasks such as creating documents, filing, recording, preparation of standard forms, routine posting and entering and compiling of data, mailings, and receptionist duties. ESSENTIAL JOB DUTIES: 1. Youth Development: Develop, organize, and facilitate the overall implementation and evaluation of the 4-H Youth Development program on behalf of WSU Extension Office. Manage and oversee educational materials related to conducting 4-H Youth Development programming including curriculum and essential resources, following WSU 4-H Policies and Procedures. Enhance and strengthen outreach to under-served audiences, with particular focus on the region’s tribal members, as well as ethnic and racial minorities. 2. Volunteer Management: Originate, promote, conduct, and coordinate educational programs and trainings to equip 4-H adult volunteers with leadership skills. Provide ongoing support to general and specialized leadership for targeted youth audiences within the community, using a variety of traditional and non-traditional delivery methods. Recruit, screen, hire, train, supervise, and direct 4-H volunteers in consultation with the 4-H Regional Specialist. Provide programmatic support to 4-H volunteers through education, observation and mentoring. Plan, develop, deliver, and evaluate volunteer education. Recruit, screen, track, and evaluate 4-H youth participants. Work with diverse individuals, groups, and situations. 3. Collaboration and Outreach: Establish, maintain, and enhance positive working relationships and utilize effective communication skills with the county 4-H Leaders’ Council, Extension personnel, WSU faculty and staff, the region’s tribal governments, and organizations, Extension volunteers, and participating youth and parents. Develop professional relationships with 4-H youth development colleagues and affiliations at the regional and state level to enhance opportunities and resources at the county level, meet local project objectives, and coordinate networking opportunities. 4. Administration and Resource Development: Support the financial growth of the program by ---PAGE BREAK--- 4-H Program Manager WSU Extension Office Page 2 of 3 seeking/acquiring outside funding or partnerships, as appropriate, to enhance efforts and opportunities for 4-H youth and volunteers and broaden the 4-H audience and positive impact on the community. Become familiar with local, state, and national resources. Originate and submit reports, evaluations, position related paperwork, and other requested materials in a timely manner in compliance with County, Funding Agency, University, and State/Federal requirements. 5. Originate communications pieces (e.g. displays, newsletters, presentations), including social media to promote participation and opportunities for 4-H youth and volunteers. Educate potential community partners about 4-H Youth Development programming. 6. Participate in 4-H Professional Development activities. Receive orientation to Washington State University Extension program procedures and policies. Maintain professional competencies in subject matter, educational methods, and societal conditions related to 4-H youth development. 7. Greets and assists the public by telephone or in person by providing information of a general nature as authorized from sources such as published directories and procedures, calendars of events and staff schedules, responds to general questions regarding department procedures, policies and processes and assists them when within scope of authority and refers others to appropriate individuals or departments. 8. Provides back-up support to other support positions in office in case of absence or work overload. 9. Prepares for meetings, programs, events, camps, etc, which involves additional planning time as well as gathering supplies, purchasing food and supplies, loading and unloading vehicle, transporting supplies and/or participants to events. 10. Assists with preparation and administration of departmental and activity budgets, including camps and other special events. 11. Manage the enrollment of 4-H Volunteers and Members within the county level 4-H enrollment system 4HOnline. Including appropriately overseeing enrollment funds, tracking participation in events, and completing state and national reporting requirements. 12. Work with the 4-H Leaders Council to provide oversight of the county 4-H Program. ADDITIONAL JOB DUTIES: 1. Performs other related duties as assigned. REQUIREMENTS/MINIMUM QUALIFICATIONS: Knowledge of principles, practices, and techniques and related tools/equipment to accomplish the basic function of this position, including any safety and/or legal requirements. This may, but not necessarily, include specialized skills. Effective written and verbal communication skills are essential. Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform this job. A typical way to obtain the knowledge and abilities would be: Bachelor Degree preferred, or 6 years of related program experience which includes supervisory level experience Experience recruiting and managing volunteers Experience developing curriculum ---PAGE BREAK--- 4-H Program Manager WSU Extension Office Page 3 of 3 Language and cultural competency in Spanish Experience and ability to work as a team member with staff and volunteers Knowledge of and /or experience with 4-H youth development programs Strong demonstrated written skills requiring limited editing and supervision in preparing reports, evaluations, press releases, of a broad range of materials, and effective written conveyance or program information to the public and program participants. Demonstrated ability to use a computer. Proficiency with Microsoft Word, Excel, and Outlook; demonstrated work experience using these three programs. Licenses, Certificates, and Other Requirements Valid state driver's license in state of residence Positions within this classification must be approved by Washington State Patrol criminal background check if working with youth. WORKING CONDITIONS: This position requires the ability to perform those activities to complete the essential functions of the job, either with or without reasonable accommodation. Required physical activities can include frequent keyboard fingering, talking, repetitive motions of hands and wrists, sitting, hearing and lifting, pushing, pulling, and carrying objects up to 50 pounds.
