Clinical Division Manager/Nurse Manager Public Health Department Page 1 of 2 KLICKITAT COUNTY, WASHINGTON POSITION DESCRIPTION POSITION TITLE: Clinical Division Nursing Manager EFFECTIVE DATE: January 1, 2010 REPORTS TO: Public Health Director PAY GRADE: 72 DEPARTMENT/DIVISION: Public Health Department FLSA STATUS: Exempt LOCATION: Pioneer Center, White Salmon & Goldendale POSITION STATUS: Full-time BASIC JOB PURPOSE/FUNCTION: This position is responsible for the administration, planning, organizing, directing, and evaluating the Public Health Nursing services provided by the County Health Department. Provide professional advice, consultation and services to other departments and general public. Works with the Department Director in the development and management of departmental programs and procedures to accomplish local, State and federal public health goals and policies. Also responsible for providing comprehensive nursing care or consultation in all clinical areas in program areas including immunizations, STDs, family planning, prenatal, WIC program, maternal child health, communicable disease and adult health. ESSENTIAL JOB DUTIES: 1. Plans for Public Health services with community and organizational team involvement. Define the mission, objective and strategies for each program. Provides direct service to clients in a primary and back-up role. 2. Emergency Preparedness team member and performs initial investigation of outbreaks of reportable diseases. 3. Reviews and analyzes the County for socio-demographic changes, rates of disease trends, nutritional needs, violence, accidental injuries, suicides, drug and alcohol arrests, health outcomes, morbidity and mortality, poverty rates, geographic trends within the County, immunization rates and infant death reviews. 4. Reports to the local Board of Health on nursing and clinical program needs and accomplishments. 5. Evaluate program and community needs within the context of the Public Health Department, the County and the community. Cost benefit analyses are done on an on-going basis. 6. Insure that the community is informed about its health and resources of the health care delivery system and other community systems that influence health. 7. Performs TB skin test and back up case management. 8. Formulate and influences health policies and social policies that affect the health of the community. 9. Conducts program evaluation of structure, process and outcome of health care that may include: cost benefit analysis, recording system, quality of intervention, immediate and long term outcomes both intended and unintended. 10. Collaborate with others including health care providers, community leaders and organizations to implement plans. 11. Participate in continuing education programs and incorporates changes into own practice. 12. Demonstrate professional responsibility by some active participation in appropriate professional organizations. 13. Prepare proposals for support of research projects from external sources and participates in design of research studies. 14. With the Public Health Director prepares budget estimates, statistical and routine reports. 15. Manages program contracts with the State Department of Health, Department of Social and Health ---PAGE BREAK--- Clinical Division Manager/Nurse Manager Public Health Department Page 2 of 2 Services and other agencies to support clinical programs. 16. Assess community needs and schedules clinics in Goldendale and White Salmon offices or outlying areas. 17. Develop and review medical standing orders, protocols and procedures, checking for medical accuracy and standards of practice in accordance with state and federal program guidelines. ADDITIONAL JOB DUTIES: 1. May train, prioritize, direct and review the work of lower classified employees or volunteers. 2. Performs other related duties as assigned. REQUIREMENTS/MINIMUM QUALIFICATIONS:  Knowledge of principles, practices, and techniques and related tools/equipment to accomplish the basic function of this position, including any safety and/or legal requirements. This may, but not necessarily, include specialized skills.  Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform this job. A typical way to obtain the knowledge and abilities would be Master’s degree in nursing administration or public health, or a Bachelor’s degree in nursing with training in public health and five years progressively responsible nursing and administrative experience, with at least one year as manager of discrete work unit including direct responsibility for performance of a team and/or individual subordinates, or equivalent combination of education and experience. Demonstrated successful supervisory and managerial experience is preferred. Licenses, Certificates, and Other Requirements Valid Washington license as a Registered Nurse at the time of appointment. Valid state driver's license in state of residence WORKING CONDITIONS:  This position requires the ability to perform those activities to complete the essential functions of the job, either with or without reasonable accommodation.
